Ecosistema Scuola 2017: Legambiente presents the dossier on the quality of school buildings

Of these, 66,7% have photovoltaic solar systems and the remaining 33,3% have thermal solar systems.

The first step, therefore, is to seek to understand this heritage, its condition, and the funding needed to make schools safe. But the real challenge lies in promoting a major innovation hub, where ideas and resources can be channeled to design and create spaces suited to modern teaching—safe, welcoming, and sustainable. The commitment must be to guarantee the right to quality schools for all girls and boys. We must therefore set ambitious goals for the redevelopment of existing buildings, rather than continuing with partial improvement interventions. The time has come to raise the bar on quality, with objectives and performance targets that truly guarantee environmental sustainability and the healthiness of buildings, indoor quality, well-being, and health.
In the capital city of Naples, the survey involved 402 school buildings serving a population of over 90,000 students. All buildings have certificates of occupancy, structural testing, and health and hygiene compliance. Only 71 buildings were constructed with earthquake-resistant criteria, and 122 have had their seismic vulnerability assessed. No buildings have had floor diagnostics performed in the last two years. One hundred and ninety school buildings have undergone extraordinary maintenance in the last five years.
62% of buildings require urgent extraordinary maintenance interventions to comply with regulations and eliminate risks, mainly for systems and fire prevention. There are thirty-nine buildings that use renewable energy sources. Eighteen certified cases of school buildings with the presence of structures with asbestos and in the last two years there have been five remediation actions.
The Avellino survey involved twenty-seven school buildings serving a population of approximately 5500 students. Ten buildings were constructed according to earthquake-resistant standards, and twelve buildings underwent seismic vulnerability assessments. Fifty-one percent have a static test certificate, all have a certificate of static suitability and health and safety certificate, and are equipped with electrical systems that comply with standards. Seven buildings require urgent extraordinary maintenance, and six school buildings use renewable energy sources. Over the past two years, ten buildings have had their floors inspected.
In the capital city of Salerno, monitoring was carried out on forty-five school buildings attended by approximately twelve thousand children. Only thirteen buildings were constructed according to anti-seismic criteria, and only one building was subjected to a seismic vulnerability assessment.
All buildings are equipped with electrical systems that comply with regulations, thirty-five buildings have fire prevention certification, while forty buildings have benefited from extraordinary maintenance interventions in the last five years, while 35% of school buildings require urgent extraordinary maintenance interventions mainly for fire prevention and adaptation of architectural barriers.
In 2016, the municipal administration allocated six hundred thousand euros for extraordinary maintenance of the buildings, spending four hundred thousand. Six buildings use renewable energy sources.
