On the sidelines of the publication of the letter from Neapolitan intellectuals to the President of the Republic and the protest of civic associations coordinated by the lawyer. Gaetano Brancaccio, where it is requested to avoid the use of the Mostra D'Oltremare for the athletes' village of the 2019 Universiade, the Neapolitan National Managers of the National Movement for Sovereignty-Salvini Premier, Rosario Lopa and Alfredo Catapano intervened, who proposed using the Collegio Costanzo Ciano, former NATO base in Bagnoli, for the athletes' citadel of the Universiade. A structure that only needs some maintenance restyling and small renovations. In fact, the owner of the Collegio Costanzo Ciano headquarters, former NATO Base in Bagnoli, is the Banco di Napoli Foundation, which is looking for a public or private entity capable of taking over part or all of the complex of the College to continue investing the proceeds in the meritorious work of assistance to needy children in Campania. Built in 1939 together with the Mostra d'Oltremare as a college to train fascist youth, the Collegio Ciano was equipped with all the facilities to carry out the educational and reception functions of a real college for thousands of young people with classrooms, dormitories, a church, a theatre, a sports park, a swimming pool and a club. A real campus that the tertiary transformation, as a military command, carried out by NATO in the post-war period, has perfectly used until a few years ago without excessive tampering. The long-awaited liberation of the NATO headquarters from military purposes has thus returned to civilian use a precious asset, an architectural and urban complex of enviable quality, which fortunately has reached us almost intact. The Collegio Ciano, the Mostra d'Oltremare, the Viale Augusto and the Viale Giochi del Mediterraneo actually constitute a single urban and sports complex from the early twentieth century in Italy that the political and cultural city must not disperse but rather commit to redeveloping. In addition to the College, the Viale Giochi del Mediterraneo also urgently needs a clear function and a light redevelopment that highlights the landscape quality of the project envisaged since the 1937 Redevelopment Plan. Giuseppe Pagano claimed in 1940 that the avenue aspired to reach the sea, thus opening the area beyond the Ilva-Italsider, towards the gulf. Too much time has passed since then but certain opportunities are perhaps not entirely lost. There is a fundamental problem that has always weighed on decisions, the contradictions existing in the majority of the municipality and region. Some were available to make urban planning interventions, others were against any intervention on the city. These things prevent us from making serious considerations. Another act of the tragicomedy that concerns the sports facilities of the Neapolitan city is the exclusion, hopefully temporary, of the Collana stadium from the next Universiade. The reason? Very simple. The technicians of the municipal and regional administration, who are competing for its management, have not been able to present a worthy project for the revaluation of the Stadium, embarrassed by the programmatic documents duly drawn up and submitted by the municipal administrations of other cities. But, we were saying, this is just yet another demonstration of the incapacity not only of the competent or incompetent Departments but of the entire administration, with regards to the management of all sports facilities. Thus the Neapolitan National Leaders of the National Movement for Sovereignty-Salvini Premier, of Alemanno, Rosario Lopa and Alfredo Catapano.
