The fight against illegal beach vendors is underway, with access bans on sandy shores and a 'Daspo' (non-authorized entry order) extended to tourist areas. Anyone purchasing the goods risks fines. The amounts remain unchanged, ranging from €100 to €7. Increased funds are being allocated, coming from bank accounts seized from mafia members, to finance those who will carry out beach umbrella inspections. These are the guidelines of the 'Safe Beaches' circular, presented to the Interior Ministry. "It's not enough to say 'Don't buy fakes,' 'Don't get massaged by someone who has no authority to do so,' or 'Don't buy toys and necklaces from the poor guy,' because all of this means helping the mafia," emphasized Interior Minister Salvini, presenting the new regulations and citing the municipality of Ravenna as a virtuous example. "This year, we're adding funds to the invitation," the minister added. "It's a few million euros from the Single Justice Fund. This means that the mafia will be bringing funds to our beaches to pay for overtime for local police officers, who will then be able to patrol our beaches."

Answering journalists' questions, Salvini clarified that the fines for purchasing goods will not be increased. Buyers, therefore, still have the possibility of being fined from 100 to 7 thousand euros. "It is already provided for in the code," the minister stressed, "we did not want to increase the fines but simply put the agents in a position to apply the law in force," financing them with a sum that will be defined precisely later. The text of the circular, which takes up requests made to the prefects in previous years, provides for the expansion of the meetings of the Provincial Committees for Security and Public Order: not only officials, therefore, but also mayors and local traders will have to play a leading role in transforming the appearance of the beaches. The circular includes, among other things, the commitment of the Municipalities to adopt access and sales bans for illegal street vendors along the same beaches and in the immediately adjacent areas. Furthermore, the so-called 'Daspo', introduced with Legislative Decree 14/2017, may be extended "to the most crowded coastal areas and those characterised by greater tourist flows".
