They stole Tarsu money paid by citizens: two Csi executives under house arrest

Today in the province of Caserta, personnel from the Maddaloni Carabinieri Station and the NOR of the Maddaloni Carabinieri Company Command, executed a precautionary measure order applying house arrest, issued by the GIP of the Court of Santa Maria Capua Vetere, at the request of the local Public Prosecutor's Office, against two suspects: D' ALONZO Francesco, corporate consultant of the company Centro Sicurezza Italia srl ​​and head of personnel of the company Centro Servizi Italia srl; CALABRO' Angelo, Sole Director of the company Centro Sicurezza Italia srl ​​and of the company Centro Servizi Italia srl; deemed jointly responsible for the crimes of aggravated fraud and embezzlement.
The restrictive measure arises from the accusatory system acquired during the investigative activity carried out, in particular, through the questioning of various persons informed of the facts, the acquisition and seizure of various documentation, consisting mainly of payment slips for water fees (TARSU) and parking receipts relating to paid parking areas, present along the urban roads of the municipality of Maddaloni, entrusted for collection by the Municipal Authority, to the service company CSISrl, with headquarters in Maddaloni, Corso 1° Ottobre 39.
The very complex and detailed investigation activity focused on objective findings resulting from the detailed analysis of the seized items and municipal ordinances, thus establishing the failure to pay into the municipal coffers the sums paid by Maddalonese citizens to the service company responsible for collecting taxes.
In particular, several Maddalonese citizens were repeatedly sent different bills regarding the payment of the same consumption of drinking water supply, as the Municipal Authority did not find confirmation in the payments, although paid by the citizens to the body responsible for collection (CSI). Specifically, this company, responsible for a public service, directly collected and held the payments relating to Tarsu and/or fees for the water service, carrying out "mixing" with its own funds as well as unauthorized compensations, while with regard to the management of parking services it indicated the same parking ticket number, so as to eliminate the need to request the stamping of new tickets from the Municipality and, consequently, not paying the fee to the Authority. In this way, the two defendants ensured the illicit profits arising from the exercise of these activities.
The criminal activity caused enormous financial damage to the municipal coffers, for an amount of several hundred thousand Euros, relating to the period from May 2011 to February 2017. This phenomenon, unfortunately, is not limited to the municipality of Maddaloni alone but is also present in other areas of Caserta and Naples.
For this reason, the investigating judge issued a precautionary seizure order for the sum of €129.091,00 in reference to the collection activity for TARSU and water role fees of Maddaloni.
