“We note that the regional institutions are finally embracing an idea that the Municipality of Ottaviano has embraced since 2016: to move – in the event of an eruption of Vesuvius – the Municipalities of the red zone not to other regions of Italy but to the provinces of Campania”. This is how the mayor of Ottaviano, Luca Capasso, comments on an order of the day approved by the VII commission of the regional council that commits the council to provide that the “twinning” of the Municipalities called to host the displaced inhabitants takes place within the regional territory.
In fact, Ottaviano was the first municipality in the red zone to have joined the “Convivenza Vesuvio” project, developed by the Convivenza Vesuvio Foundation and already implemented by regional law no. 13 of 2008. It concerns all the inhabitants of the municipalities in the red zone of Vesuvius who are called, in the event of an eruption of the volcano, to leave their homes. The current Civil Protection plan provides for a move to the remaining regions of Italy, “Convivenza Vesuvio”, instead, indicates the possibility of an allocation in the provinces of Campania. In February 2016, a memorandum of understanding was signed between the municipal administration of Ottaviano and the Convivenza Vesuvio Foundation.
"After three years, the Region converges on our positions: now it is a question of moving forward, continuing on this path. A possible evacuation within the region would avoid the dramatic uprooting of the population from their land and the consequent dispersion throughout Italy", adds Capasso.
