"In Campania's hospitals, every year as the summer months approach, the difficulties in ensuring adequate rotation in the Emergency Departments and in the services of the integrated health emergency system become more acute. The cyclical recurrence of this criticality is the result of various factors, both national and local: an undersized staffing compared to the workload, a number of emergency specialists lower than the actual demand, a rigid organization of work in hospitals and above all the lack of governance and planning to address the chronic staff shortage in time". This was reported in a note by Fp Cgil Campania and the metropolitan area of Naples, Fp Cgil Medici and the SSN managers of Campania.
"On June 7, the Campania Region issued a circular inviting general managers to use existing contractual institutions, but without increasing the resources provided for additional services. A useless circular - argue the trade unions - because although the staff shortage is certified, the solution that is adopted will not produce the expected effects and will always make the resolution of the problem fall on the usual emergency professionals: adding insult to injury. Everyone ignores, or pretends to ignore, that there is a dramatic problem in guaranteeing the levels of emergency assistance to which a response must be provided very quickly in the interest of workers and citizens, for these reasons we would have expected a more incisive note, but the Region has decided not to decide.
Given the chronic shortage of staff to ensure shifts in the Emergency Room adequate to the workload - this is the proposal of the trade unions - we need to find a balanced contractual solution for everyone, a temporary but urgent solution that must involve the entire hospital, also through the partial reduction of elective activity, in order to avoid dramatic repercussions on healthcare and public order. Unfortunately, the regional circular will not produce any practical effect, we cannot think of using service orders to govern the activity in the Emergency Room, we need to recruit staff from other departments on a temporary but urgent basis and facilitate the flow of stabilized patients, awaiting hospitalization, into the departments.
Faced with an exceptional situation of extreme gravity, which seriously endangers the right to life and the psycho-physical well-being of both citizens and operators, extraordinary and effective interventions are needed. For these reasons - concludes FP Cgil Campania - a response is expected in a short time from the Region and the commissioner structure: enough Pilate-like notes, exceptional interventions are needed".
