Arzano, Undersecretary Sibilia intervenes on the construction, politics & clan case

Arzan. Construction, politics and clans: the Undersecretary of State for the Interior Carlo Sibilia intervenes on the Arzano case and focuses on the need to ensure conditions of legality in the management of the Municipality. In particular, according to Sibilia and in response to a series of parliamentary questions, “it is reported that several properties located in the 167th district of Via Colombo have been occupied for some time by individuals who do not have the right to do so or are suspected of belonging to organised crime. In this regard, he states that from investigations carried out it emerged that the properties cited in the inspection act of December 2018 are owned by the Autonomous Institute for Public Housing and that those responsible for the building abuses and illegal occupations, detected over the years, have been reported to the judicial authority. In summary, however, it should be noted that the Municipality of Arzano has been the subject, over the last few months, of investigations by the commission of inquiry for the exercise of anti-mafia access powers where the committee unanimously considered the existence of the conditioning of the elective bodies of the local authority by organised crime, identifying an overall framework of current, concrete and univocal elements in this direction. Sibilia recalls that the Municipality of Arzano, whose City Council has already been dissolved due to mafia-type influences in 2008 and 2015, is located in a territorial context where large industrial plants are located and is characterized by the presence of criminal associations dedicated to extortion, money laundering, gambling, and the control of public procurement. Highlighting that the reports accompanying the dissolution decree reveal serious and widespread critical issues attributable not only to some administrators, but also to the bureaucratic apparatus (managerial - ed.) of the local authority. Emerging, among other things, is an interference of political bodies in the prerogatives of the administrative structure, in violation of the principle of separation between political direction and management activity, with favorable repercussions and consequences for subjects attributable to organized crime. In particular, serious and systematic violations were ascertained by the inspection body in public procurement procedures for the awarding of works and services by the entity. And, significant anomalies were also found in the phenomenon of illegal building in the area, considered attributable to the inertia of the Municipality in relation to the failure to execute sanctioning ordinances already adopted by the commissioner management. As highlighted in the report of the Minister of the Interior, Sibilio continues, “the conditioning of the Municipality of Arzano by organized crime has determined the debasement and loss of credibility of the institution as well as the prejudice of the interests of the entire community and for this reason the dissolving intervention by the State has become necessary to ensure the institution's return to legality. Si assicura, peraltro ha concluso Sibilia “ che accanto all’opera di risanamento amministrativo, proseguirà una pressante e continua attività delle Forze dell’ordine, anche con l’ausilio dei reparti di rinforzo, per prevenire e reprimere ogni fenomeno di illegalità su quel territorio”.
