The Minister of Public Administration, Giulia Bongiorno, had made it clear when she took office that there would not be a reform bearing her name, but the measures that have just come into force with the Concretezza decree will revolutionize nothing less than the mechanisms for controlling attendance. Stop the badges. In their place come fingerprints. The goal is to knock the rug out from under the feet of the 'time clock cheats'. To replace the current systems with the new ones, specific measures are needed. The law that just came into force is not enough. There are no fixed deadlines, but Bongiorno wants to hurry and draws a watershed: "up until now, in fact, too many people got away with it; now, with fingerprints and video surveillance we prevent the phenomenon". The machine has therefore already moved and in fact the implementing measures are ready. So much so that the text was sent to the Privacy Guarantor in record time, on the first available day. The law has been effective since Sunday, it was not possible before. The Guarantor is responsible for a screening that does not appear simple, given the disappointment expressed by Antonello Soro, who in a hearing in Parliament in recent months opposed a "generalized" introduction of the so-called 'biometric control'. In fact, it will probably be implemented in several phases, in order to first consolidate the mechanism in larger entities, such as ministries. The way to meet the territories can be found by discussing it together with Regions and Municipalities, with whom on the other hand an agreement must be reached. Bongiorno has repeatedly reassured, explaining that there are administrations that are already using the new method to combat absenteeism. This is the case of the Antonio Cardarelli hospital in Naples. But the same thing happens in Ruggi D'Aragona in Salerno. As for privacy, however, according to the minister, confidentiality will be guaranteed by transforming information into alphanumeric codes. The priority, Bongiorno has always stressed, is to put a “stop to scammers”. Also because the crafty ones continue to fill the news. The investigation in Molfetta took place today, while the one on the employee of the Municipality of Parma took place last Friday. At the end of June, suspensions were triggered for 'false stampings' at the Giardini office of a municipality in Rome. For the head of the Public Administration, the phenomenon is “chronic” and if, as she has said on several occasions, the restrictions imposed by the Madia decree, which has tightened the rules on dismissals, are “fine”, it is however necessary “also to prevent” through, precisely, fingerprints. But the law on Concreteness provides for something else, starting with "a drastic reduction in the time of bankruptcy procedures". There will no longer be a need for prior authorization to advertise or hire, up to 80% of the faculties. It opens up to multiple choice tests. Green light for automated correction and the creation of sub-commissions, with pensioners among the admitted members. A decree should be issued in a month that slightly revises the compensation policy for commissioners, to incentivize candidacies. The shortage in this sense would be one of the factors behind the delays. But who to hire? First of all, evidence is worth more than qualifications, after which it will be necessary to favor experts in digitalization, use of structural funds and simplification. To ensure that all administrations meet the same criteria, a pool of 53 'guardians' will be created at the ministry. Together with the Inspectorate they will monitor the implementation of the “three-year plans for concrete actions”. But the minister is already looking to the next step, the reform of management. Very delicate matter. The previous government had also tried, but the attempt was stopped by the Constitutional Court.
