The finance officers of the Provincial Command of Naples, at the end of a complex investigation activity delegated and personally coordinated by the Regional Prosecutor of the Court of Auditors of Campania Dr. Michele Oricchio, have reconstructed and quantified a financial damage of approximately 600.000 euros, from 2010 to 2017, resulting from the mismanagement of some assets belonging to the real estate assets of the Municipalities of Naples, Pomigliano d'Arco (NA) and Cava de' Tirreni (SA) consisting in the acquiescence to occupations "sine titulo" or in failure to collect rental fees for important sports facilities, used by so-called Amateur Sports Associations.
The investigation, conducted by the Portici Company, involved 4 sports facilities, partly illegally occupied and partly regularly given in management (without however full payment of the rent due) to 2 ASDs, “ACQUACHIARA ATI 2000” and “MILLECULURE”, whose members include well-known figures from the world of sport, also involved in the organization of the world event “Universiade 2019”, recently held in the city of Naples.
The investigative activities have allowed to ascertain the debt position of the aforementioned sports associations towards the relevant Municipal Administrations and the reduced reaction of the latter in the face of the repeated non-fulfilment of the counterparties which has not allowed, up to now, any satisfactory recovery of the credits respectively claimed by the owner Entities.
The findings made by the Guardia di Finanza have allowed them to quantify the financial damage suffered by the 3 Municipalities for a total of €583.594,54, in relation to only a part of which recovery procedures have been undertaken by the same Authorities.
The Court of Auditors is issuing numerous formal acts contesting the administrative responsibilities identified in the conduct of the competent bureaucratic leaders respectively responsible for the protection of the public assets constituted by the sports facilities of the 3 Bodies.
The service activity demonstrates the constant commitment exercised by the Regional Prosecutor's Office of the Court of Auditors for Campania and the Guardia di Finanza of Naples in combating the mismanagement of local government budgets.
