Salerno. Two separate groups independently sold narcotics, but also supplied each other when needed. Drug dealers had set up a full-fledged call center to fulfill the thousands of requests. "Messengers" delivered the drugs to homes. Shedding light on these situations was the Salerno Police Headquarters' mobile squad, which this morning executed a precautionary custody order issued by the Salerno preliminary investigations judge, which granted the requests of the local Anti-Mafia Directorate (DDA) against 15 suspects. They are suspected of trafficking and possession with intent to distribute narcotics. During the searches, the judicial police arrested one of the suspects in flagrante delicto, having found precision scales, narcotics, and cutting agents in his home. The investigations, led by the local Anti-Mafia District Directorate and carried out by the Salerno Flying Squad, second section for combating widespread crime, foreign crime, and prostitution, allowed for the reconstruction of the phases, the drug dealing chain, and the roles of each suspect within the organization. Those arrested had formed two distinct criminal groups with operational bases in the Petrosino and Calcedonia neighborhoods, and were dealing cocaine, heroin, and methadone throughout the city and even in some neighboring municipalities. Both groups had established a full-fledged call center, with dedicated telephone numbers that received constant requests for narcotics and managed subsequent deliveries, which were made through other dealers who traveled like messengers. Some drug shipments were delivered directly to the homes of drug addicts under house arrest. To avoid detection, coded language was used: cocaine was called "white" or "fast," heroin was called "dark" or "slow," and methadone was called "syrup." Some suspects managed their illicit activities with the help of other family members; indeed, some of those arrested are related by blood, married, or cohabiting.
The order was placed by phone; the delivery, however, was ensured by a 'team' of rider-pushers. However, the quality of those drugs was so poor and even more harmful that several 'customers' felt ill. The investigation was started last March and was defined by the prosecutor in charge of the file Elena Guarino, as "textbook". Because, in addition to the classic wiretaps, the episodes of drug dealing were also documented with video footage. And, furthermore, the technique of deferred arrest was used to succeed in finding out where the drugs came from. The operational bases of the two groups were in the hilly districts of 'Petrosino' and 'Calcedonia'. There, a sort of call center with disposable telephone numbers received the requests, which were then processed by a network of pushers who, riding fast scooters, almost as if they were pony expresses, distributed the cocaine, heroin and methadone throughout the capital and in some neighboring municipalities. Those telephone numbers, so that the customer always had a contact ready to receive the request, passed from pusher to pusher, depending on the dealer's working hours. However, deliveries were also made to the homes of some drug addicts under house arrest. The sale also took place near schools, from the 'Calcedonia' school to the 'Tasso' high school, or near a cinema in the 'Carmine' neighborhood. This element that the investigating judge, in the order, considered an aggravating factor on a par with the poor quality of the drugs sold. Some of the suspects are linked by family ties, such as spouses and cohabitants. “We are talking about thousands of requests for drugs,” explained the acting chief prosecutor, Luca Masini, on the sidelines of a press conference, “because they were continuous and uninterrupted to the point that, at times, the organizations found themselves short of narcotics, so they could not cope.” And it was then that the head of one group would ask for help from the counterpart of the other, “precisely to be able to meet the ever-increasing demand from hundreds of users,” concluded Masini.
