SOS from Vomero: sidewalks invaded by motorcycles parked illegally

“In this late summer, with still sunny days, the people of Vomero are once again grappling not only with red cockroaches and plane tree bugs, but also with the problem of the presence of an ever-increasing number of parked motorcycles on the sidewalks – says Gennaro Capodanno, president of the Comitato Valori collinari, who has been involved on this front for years, to the point that, following one of his many reports on the age-old issue, a crew from Tg1 shot a film, which was then broadcast on the national network. Between omnipresent potholes, illegal occupations and perpetually parked mopeds, the sidewalks of the hilly neighborhood have fundamentally lost the function for which they were built, that is, to allow the transit and passage of pedestrians. The situation is getting worse day by day, also due to the evident lack of the necessary continuous checks on the territory, by the offices in charge of this matter”.

“Some streets in the neighborhood are particularly affected by the phenomenon,” Capodanno points out. “The technique generally used is very simple: through driveways or ramps for the disabled, motorcyclists ride their vehicles onto the sidewalks, even risking running over pedestrians. Then, as soon as they find a free space, they park their vehicle, without worrying in the least about creating obstacles for passers-by, starting with the disabled with walking difficulties. Just take a walk to observe what happens at any time of day, without adequate surveillance to impose the appropriate sanctions, including the removal of vehicles parked in clear violation of the rules dictated by the highway code.” “And yet, right in Vomero, there are many racks drawn on the roadways designed with parking spaces intended exclusively for mopeds,” Capodanno continues. In truth, this behavior reveals a widespread attitude of indiscipline on the part of two-wheel drivers, given that everyone would like to park wherever they like."

"At this point - Capodanno proposes - to solve the problem and fight the abuses, a special team of police officers should be set up, dedicated exclusively to fighting against illegal occupations of sidewalks, with particular reference to the indiscriminate parking of scooters. It would also be appropriate to increase the sanctions. On the basis of the legislative provisions issued in this regard, it has been observed that an excellent deterrent is constituted by the harsher penalties since little or nothing can be done in terms of prevention. Finally, why aren't we providing for the extension of the use of brake shoes to two-wheeled vehicles as well? ". On the issue, Capodanno draws the attention of the city's institutional leaders, both so that they work to implement, in a timely manner, further measures aimed at eliminating the reported abuses and guaranteeing pedestrian traffic, and to urge greater attention from the security personnel to combat this deplorable and unacceptable phenomenon.
