The “Pineta Grande System” exposed: illegitimate permits in exchange for favors and hiring

Dimitri Russo, the head of the Municipal Technical Office Carmine Noviello and other employees of the Authority. All involved in the investigation by the Public Prosecutor's Office of Santa Maria Capua Vetere which led to the preventive seizure of the expansion site of the Pineta Grande clinic in Castel Volturno, carried out by the Carabinieri of the Caserta Investigative Unit with the assistance of the Mondragone Territorial Department.
The investigations were started in February 2018 following a request for access to the documents, by another Caserta healthcare facility, in the administrative procedure concluded with the issuing by the UTC of Castel Volturno, accepted by the TAR, of the building permit for the expansion of the clinic, in which irregularities were highlighted in relation to the issuing of the building permit.
The investigation, which consisted of the acquisition of documents in public offices, telephone and environmental interceptions and the hearing of people informed of the facts, revealed that the expansion of the Pineta Grande clinic under construction, authorised by resolutions of the City Council and subsequent building permits, was in clear violation of the regulations regarding the construction or expansion of healthcare facilities.
In particular, the regulations on construction and expansion, understood as an increase in beds or health functions/services, of health or social health facilities, were found to be violated. In fact, the Castellano City Council authorized the volumetric expansion and the transition from 150 places to 574 places even though there was no verification of compatibility with the regional health needs and with the needs of territorial location, on the assumption that Pineta Grande could be classified as a first level DEA on the basis of a legally non-existent regional planning of health needs.
The two expansion resolutions (from 2014 and 2015) also conflict with building and urban planning regulations, in particular those of the Campania Region which prohibit new constructions or expansions of existing buildings within the urban perimeter in municipalities without urban planning instruments.
The prosecutor's office is particularly targeting the role of former mayor Dimitri Russo. According to investigators, the mayor had direct contacts with Pineta Grande, making himself available even in an undue and clandestine manner in order to obtain authorizations for the expansion. In exchange for a "dignified and respectful personal future at the end of his political term as mayor", Russo would also have been active in establishing the eighth municipal pharmacy, giving it priority with the intention of opening it inside the Pineta Grande clinic.
