The school unions (CGIL, CISL, UIL, SNALS, and GILDA) and the Ministry of Education, University and Research (MIUR) have signed an agreement that includes a decree for a special competitive exam to hire approximately 24.000 temporary teachers with at least 36 months of temporary work (a total of 70,000 meet these requirements) and a regular competitive exam. A bill on qualifications and recruitment is also expected. The agreement, it is understood, provides for a special competitive exam with a final closed-ended test; at least the first 24,000 will be hired. Those who achieve a 7/10 grade and are in service on September 1, 2020, with a substitute teaching position until August 31 or June 30, will attend university to earn 24 university credits through a training program. At the end of the school year, they will be evaluated by an Evaluation Committee to be qualified. The bill is expected to be included in a fast-track process. The regular competitive exam will cover over 25,000 positions. The decree will also provide for a restricted competition for the currently acting directors of general services (DSGA). A separate discussion will be held to address the issue of teachers' diploma holders.
