Away with the super health ticket, ticket based on family income, tax wedge cut from mid-2020 by 500 euros per worker, up to a thousand in 2021. While the Government is hunting for resources to balance the accounts of the 2020 budget, which will be worth approximately 30 billion, the contents anticipated by the update note to the DEF presented by the government are starting to take shape, which is scheduled to arrive in the Senate on October 9 after a very brief examination in committee, preceded by a round of hearings. The actual text of the maneuver will in fact be accompanied by 23 related bills, ranging from the completion of autonomies to taxes, from gaming to healthcare. “We have two billion more for the 2020 national health fund compared to 2019 – announces Minister Roberto Speranza – no more cuts, more resources. We need more health personnel, we will sit down immediately with the regions for the new pact with Health. Then we decided to address the issue of the superticket, we wrote that it is wrong, I will fight for it to be eliminated as soon as possible. And we decided to link the maneuver to a bill to reorganize the cost of the ticket, with a criterion of progressivity". Translated into cash, "those who have more pay more and those who have less pay less". Another flagship measure of the yellow-red government is the cut in the tax wedge. It won't start right away. “In 2020 it will start in the middle of the year because some things will have to be defined beforehand, it will concern the period July-December”, explains the Minister for Regional Affairs Francesco Boccia. The allocation will therefore be 2,5 billion, while from 2021, instead, it will be 5 billion. “It is the beginning, not the end point,” assures the minister. In essence, explains the PD secretary Nicola Zingaretti, the cut translates into 500 euros per year per worker in the paycheck for 2020 and for 2021 there is a commitment to double them. A total stop, however, to the VAT increases of 23,1 billion. In truth, clarifies the undersecretary of the Ministry of Economy and Finance Maria Cecilia Guerra, "there is no increase in VAT revenue in the field but the discussion is open on the issue of the redistribution of this revenue by remodulating, modifying, the allocation of goods from a basket with a higher rate to one with a lower rate". But Renzians and M5S are working on the same front to bury any hypothesis that could make the opposition cry out for an increase in the tax. “No disrespect to the government – ​​assures the leader of Italia Viva – but the increase in VAT would be a disaster”. While Luigi Di Maio cuts short explaining that he has kept the government's founding promise not to trigger increases. While Confcommercio applauds the choice to defuse the safeguard clauses, following “the right path for growth”, the first comments from the unions on the economic policy of the executive are rather cautious. The Cgil notes “positive signs of discontinuity, but also critical elements that will have to be corrected in the budget law”, highlighting the insufficient allocation for the reduction of the tax burden on workers and pensioners, and the forecast of modest growth, as well as the lack of ambition for improving the unemployment rate. For the Cisl "it is a Def too weak on growth, fiscal reform, investments" because there is no discontinuity, there is not "that turning point hoped for for more than a year". For the UIL, "the first impression is that the document in question only minimally responds to the need to promote the development and growth of our economy."
