The Regional Council of Campania approved with 29 votes in favor and 6 abstentions the change to the budget with forecast 2019/2021 for the implementation of the order of the Court of Auditors. The resolution of November 21, 2019 for the recovery of emoluments, paid, in the period from 1/1/2016 to 30/4/2019, to the staff on the basis of Regional Laws "20" and "25", declared unconstitutional, following an incidental question of legitimacy, raised by the Court of Auditors, Regional Control Section for Campania, during the judgment of parity of the Financial Statement of the Campania Region for the years 2015/2016. The Resolution implements this Ordinance and includes, in the revenue of the Regional Council Budget Forecast 2019/2021, 2019, the credit of 14 million and 270 thousand euros for recovery from recipients. The measure was introduced for consideration by the Council by the President of the Budget Committee, Francesco Picarone, and by the Finance Police Chief, Antonio Marciano, who underlined: "it was a complicated and unprecedented job to comply with the requirements of the Court of Auditors' Ordinance to arrive at a measure that obtained the favorable opinion of the Board of Auditors". "The employees of the Regional Council are not at fault in having received these sums, on the basis of laws in force until their repeal, but the approval of this resolution represents an act due with respect to the Court of Auditors' Ordinance" - added Picarone. “Law 20 and Law 25 were declared unconstitutional and repealed very late and the Presidency Office reaches the approval of the Resolution after several requests from the Court of Auditors – observed the group leader of the M5S, Valeria Ciarambino – , for which “the Council has not provided explanations to the Court of Auditors to distinguish, for example, the position of those seconded to the council structures. In short, the Council is called to deliberate on a resolution of the Presidency Office on which there is no clarity”. Councillor Maria Grazia Di Scala (FI) is of the same opinion for which “the necessary documentation has not been provided to deliberate with awareness on this point”. “The Court of Auditors has recently communicated the failure to equalize the 2017 and 2018 budget years and, from now on, the thirty days to present an appeal will start to run and I hope that, this time, the Council will appeal because defending the administration's reasons should be in the Council's interest” – added Luciano Passariello
