The precautionary measure is the result of a complex investigative activity, directed by this Public Prosecutor's Office and conducted by the Carabinieri Station of Grazzanise, from November 2018 to today, having detected an alarming phenomenon of possession and dealing of narcotic substances outside a real estate complex called "Palazzi Grimaldi", located in the Municipality of Castel Volturno. The investigations were conducted through the interception of telephone conversations whose contents were confirmed by the statements made by the buyers as well as by the seizures and arrests in flagrante delicto, carried out at the conclusion of targeted operations. In this way, it was possible to ascertain the identity of the current suspects, against whom a serious, univocal and consistent set of circumstantial evidence was collected, in relation to the carrying out of multiple episodes of possession and sale of narcotic substances (94 in total) towards buyers from the provinces of Caserta and Palermo. Furthermore, three episodes (two of which were attempted) of illegal introduction from Kenya of large quantities of heroin-type narcotic substances were identified. In this regard, during the investigative activity, in confirmation of the recorded conversations, three arrests were made in flagrante delicto of ovulation couriers, coming from Africa and arriving at the airports of Palermo and Rome, an activity which allowed the seizure of 125 ovules, with a total weight of 1.572 grams. The contents of the intercepted conversations, which took place through a cryptic language but easily decoded also through the results of the investigative checks carried out (the narcotic substances were indicated by using the terms "stuff", "the light one", "the dark one", "the Italian one", "the African one"), made it possible to ascertain and photograph the methods with which the suspects 1 carried out the illicit activity: indeed, it was possible to trace both the qualitative and quantitative data of the narcotic substance, given that the transfers concerned packages of heroin and cocaine respectively for an amount that varied, depending on the grams, from 20 to 40 euros. It also emerged that some of the suspects, before the departure of the "ovulator" courier, made sure that the journey was facilitated by a self-styled magician, domiciled in Africa, with whom they exchanged information on the places and methods of the journey to be made. At the same time as the execution of the precautionary measure, the delegated Judicial Police executed an emergency preventive seizure order, issued by this Office, of the area behind the real estate complex under investigation, as it is still a place used for drug dealing activities. On 22 and 23 November the competent GIP offices (S.
