Napolis. Among the excellences in the world of Healthcare in Campania is Doctor Marina Pompameo, Director of the Veterinary Hospital of the ASL Napoli 1 Centro. Here's how he explains his work: The multi-zone Veterinary Hospital serves the entire ASL Napoli 1, therefore the territory of competence, Naples, Capri, Anacapri, and in addition it is the Regional Reference Center for the II level for Clinical-Surgical and Diagnostic services for ownerless dogs. “I am in this company of Naples 1, this year I celebrated the 30th year of activity, and I have been dealing with prevention and stray animals for 26 years”. In the Municipality of Naples, for which I began this activity at the dawn of the law that avoided euthanasia, we immediately had to deal with a completely revolutionary law, which revolutionized the way of thinking about the management of stray animals. There was a moment of very big problems, now 28 years ago, because the ban on euthanasia caused a different concept of management of the very approach to the problem of stray animals, therefore no longer of repression for killing animals, but as prevention, entrusted to the public services of the ASL, which were absolutely not 28 years ago, in the conditions to be able to immediately intervene in the blocking of births. Considering that: From an unreached female, who remains fertile in nature, approximately 2 litters per year can be born, with 10 heats per year, and of these 10 puppies 50 percent are females, therefore it opens up birth time, exponentially crazy, in the space of 12 months, from a single component that has not been reached for sterilization, this has led in the space of a few years in Naples, when we were not yet able to organize ourselves, a demographic explosion of strays, and therefore the difficulty of being able to manage and recover all the lost time in the years to come, but we succeeded. Sterilization and registry are the two means of contrast for straying, they must be done across the board, therefore: Consciousness and awareness of animal possession by the owner, or the application of a microchip, a legal obligation, but also strongly desired and extinguished in the Campania Region. We are the only region in Italy that still has the free microchip application registration, as a service, therefore without a ticket from the public service, precisely to promote incentives to the registry, to ensure that every owner has a dog with a microchip, which means that if I lose the dog it will be returned to me with the additional penalties or possibly the payment of expenses, but absolutely the dog will be returned to the owner, and therefore it is necessary to increase the returns of animals to their owners. This means that the registry works well, vice versa, on the animal that is without an owner "the vacant dog", is the one that was born from an uncontrolled animal, and therefore this type of animal must be captured and sterilized, and there is a legal obligation that provides that all animals are adopted with sterilization, therefore there is a ban on the adoption of a stray dog without sterilization. So much so that when we adopt puppies, we force the owners to return and book the sterilization procedure. Above all, the male dog should be sterilized, these are the preventive measures, another important measure is the incentive for adoptions "do not buy the dog, but adopt it", those who buy a puppy at exorbitant prices, which also have a series of problems, with alternative channels, just to take that type of dog, are not good, this is subculture and under-information. It is necessary if you want to take an animal, and share the most beautiful thing you can have in life and there is the sharing of an animal, such as a dog, it must be chosen in consideration when choosing a life companion, absolutely not a purebred animal that is fashionable. We have so many dogs in the shelters that need to be adopted and fill that need for affection in the families, absolutely the animals must be adopted from the shelter or from public services, which offer sterilization, initial vaccinations, health visits.
