Signing of the “Memorandum of Understanding for legality and prevention of criminal infiltration attempts in the legal economy”.
This morning, in the presence of the Prefect of Naples, Carmela Pagano, the Mayors of Afragola, Brusciano, Cardito, Casalnuovo, Giugliano in Campania, Melito, Meta di Sorrento, Ottaviano, Pozzuoli, Saviano and Vico Equense and the Extraordinary Commissioners of Arzano, Caivano, Calvizzano and S. Gennaro Vesuviano, S. Antimo, Grumo Nevano and Lacco Ameno have signed by adhesion the "Memorandum of Understanding for the legality and prevention of attempts at criminal infiltration into the legal economy", already signed on 2 August by the Mayor of Naples and the Metropolitan City and by the President of the
Chamber of Commerce, Industry and Crafts.
The protocol provides for the strengthening of the lines of collaboration already in place between the signatories, with further and specific actions primarily aimed at preventing possible criminal and mafia infiltration in the economy, with particular regard to the sectors of public procurement and contracts, trade, urban planning and construction. This through:
– the implementation of anti-mafia controls in the sector of public works, concessions, services and supplies,
of trade and urban planning, also ensuring transparency and the prevention of undue interference
in the procedures for the awarding and execution of works and authorizations in the sectors indicated above. Anti-mafia information will be acquired for all public works contracts and concessions equal to or greater than
to 250.000 euros, and for subcontracts of works, supplies and services equal to or greater than 50.000 euros as well as, regardless of the value, for some particularly sensitive activities, as identified in paragraph 53 of art.
1 of Law 6 November 2012, n. 190, and by the Prime Ministerial Decree of 18 April 2013, which established the so-called "white lists". Significant for the construction industry is what is established in art. 10, which provides for the commitment for
Adherent municipalities to request anti-mafia information also from private subscribers
subdivision agreements;
– the development of a constant exchange of information aimed at intercepting – also through the analysis and monitoring of the transfers between owners or managers – any phenomena of money laundering, usury and extortion in the sectors examined.
In this regard, of particular importance is the provision of Article 11, aimed at monitoring the repeated passages of
commercial licenses in the most sensitive sectors such as catering, hospitality and entertainment activities,
games and betting collection, retail and wholesale sales and gold buying.
The protocol is also open to the participation of other municipalities in the metropolitan area of ​​Naples, many of which
which have activated the procedures aimed at the subscription.
