Codacons has published today on its website the documents certifying the irregularity
distribution of public funds to local authorities by the Campania Region, intended for
securing the territory and addressing the danger of landslides and floods. Documents
which end up in a new complaint to the Public Prosecutor's Office of Salerno (which is already investigating
through the public prosecutor Dr. Cassaniello) for the possible case of abuse of office.
“The table reported in art. 11 of the Regional Call pursuant to the Management Decree no. 89 of 13/07/2016 indicates the criteria and sub-criteria adopted for the attribution of the score for each work and/or infrastructure subject to the application for a contribution – we read in the documents made available by the association – In particular with regard to the
Population/Catchment area criterion interested in the implementation of the intervention: 0 points are assigned to municipalities with a catchment area/population of less than 10.000 inhabitants, 5 points for municipalities with a catchment area of
user/population between 10.000 and 30.000 inhabitants and 10 points for municipalities with a catchment area/population greater than 30.000 inhabitants. However, these sub-criterion requirements were not met by the Region
Campania in the attribution of scores. And indeed:
– All the admitted requests of the Municipality of Praiano were assigned, for criterion 5, 10 points. Nevertheless, the
The Municipality of Praiano appears to have 2.026 inhabitants (ISTAT 2017) and is geographically "isolated". Therefore, the basin
of users, in relation to the three works which are the subject of the admitted applications for contributions, must be considered clearly
less than 10.000 inhabitants. It follows that, as foreseen by art. 11 of the tender, the score attributed, for criterion 5,
it should have been 0 and not 10!
– All the admitted requests of the Municipality of Amalfi were awarded, under criterion 5, 10 points. However, the Municipality of
Amalfi not only has 5.088 inhabitants (ISTAT 2017), but also the admitted requests are mostly
relating to interventions that have as their object the safety of small hamlets or peripheral areas. Therefore, all the
requests from the Municipality of Amalfi admitted, as foreseen by art. 11 of the tender, should have reported, for the criterion
5, a score of 0 and not 10!
– All the admitted requests of the Municipality of Minori were awarded 5 points according to criterion 5. However, from the data

of contribution advanced by the same, as foreseen by art. 11 of the call, the score attributed for criterion 5 would have

– The admitted request of the Municipality of Maiori was awarded, under criterion 5, 10 points. However, considering that
the Municipality of Maiori has a population of 5.888 inhabitants and that the intervention allowed is aimed at the restoration and
redevelopment of the S. Domenico convent, the score assigned for criterion 5, according to the tender, should have
be, in this case too, equal to 0 and certainly not 10!
– All the admitted requests of the Municipality of Sant'Egidio del Monte Albino were awarded 5 points according to the criterion
5. However, according to ISTAT data, the Municipality of Sant'Egidio del Monte Albino has a population of 8.916 inhabitants,
therefore, the score awarded for criterion 5, as foreseen by the tender notice, should have been equal to 0 and
not at 5!
The Campania Region, to justify the arbitrary exercise and abuse of its powers in the assignment of points for
admission to funding, represented having awarded the score referred to in art. 11 of the Call
above-mentioned on the basis of "other and peculiar indices, such as that of vocation (tourist, agricultural, etc.)".
However, the criteria on the basis of which to assign scores to the projects presented by the Municipalities cannot be established
by the Campania Region after the presentation of the projects themselves, but they must be predetermined, this
in order to reduce the subjective assessments of the Evaluation Commission and thus ensure impartiality
of the assessments in the essential protection of equal conditions between the participants, all of whom must be in a position to
submit a project that effectively allows you to compete for funding.
Furthermore, even if we want to absurdly admit that the Population/Category of interested catchment area criterion
implementation of the intervention should be understood "in relation instead and more reasonably to the overall impact of the
project on the interested users or on the municipalities of the partnership, for which it is necessary to take into account also and above all
other and peculiar indicators, such as that of vocation (tourist, agricultural, etc.)” it is natural to ask how it is
