A woman, Anna, a resident of the Ponticelli neighborhood of Naples, found herself the victim of an absurd, tangled, pseudo-bureaucratic affair that, in addition to the aforementioned, has also affected many others, who this morning also staged an impromptu protest and called for intervention by Green Party regional councilor Francesco Emilio Borrelli. "The woman's husband," the councilor explained, "is a seafarer, which entitles them to a maritime card, which provides financial support to workers who, after a period of at least 90 days at sea, remain on dry land without work. The couple needed to collect outstanding payments, which were blocked by two overlapping procedures, so Anna, authorized by her husband, went to the INPS offices in the municipality of Portici, where the procedure was registered.
After waiting endless hours, between the reservation that takes place before the counters open, and the queue at the latter, the woman discovered that her practice, along with that of many other users with postal codes in the neighborhoods of Naples Ponticelli and San Giovanni a Teduccio, had been moved to the Castellammare office. Without too many explanations, and not very clear, she was told that the practices registered to residents of two neighborhoods of Naples, had been sorted to Castellammare. So many people had to travel several kilometers, finding the time and the way, to carry out a very simple routine practice, which should have been completed in their area of residence. The woman discovered that at the INPS office in Castellammare the reservation for the queue at the counters takes place a day in advance, which made her wait increase dramatically. Once the operations were completed, the woman turned to a patrol car of the Carabinieri who told her that her situation was part of normality and that it would be useless to intervene”.
“Bureaucracy should serve to make services more efficient, transparent and fast – continues Borrelli – while this tangled and unclear way makes everything too slow and creates obstacles for those who have the right to use specific services. Mrs. Anna managed to unblock her situation but if another hitch were to happen again will she have to go all the way to Castellammarese again and wait an eternity in line? I can imagine what hell those who find themselves in more complicated situations than the lady must live through every time. If the practices have to be sorted out, let them be forwarded to offices in neighboring areas because users do not have to face an odyssey every time a problem or a bureaucratic situation arises to be resolved, a problem, often, created by the institutions themselves. We have sent a note to the competent authorities to understand how a similar situation is possible and to immediately remedy it”.
