Snow and ice in Irpinia: recommendations from the Civil Protection and the plan for the homeless

Avellino. Caritas and Cgil of Avellino, due to the sudden drop in temperatures, have already organized a plan to help migrants and homeless people in difficulty. Caritas, specifically, will open the doors of the dormitory near the soup kitchen on Via Morelli e Silvati, increasing the number of beds available. In fact, the twenty beds available are always occupied, few and in great demand. And so in the conference room there will be sleeping bags and camp beds so as to be able to accommodate other people who at this time do not have a place to sleep.

Recommendations from the Civil Protection:

The competent authorities are advised to follow the official communications issued by the Operations Room and to implement all measures to prevent and counteract the expected phenomena, with reference to the risk of #snowfall and #frost and to the stresses of the winds and wave motion, in line with the respective civil protection plans.

In particular, some practical recommendations are recalled to promote preparation for prevention activities to be implemented to deal with the risks caused by the phenomena in question aimed at limiting the inconvenience for the population even in the period connected to the drop in temperatures and the inconvenience for the areas of the territory exposed to the risk, with particular reference to the protection and identification of the presence of vulnerable groups or people who, in the event of the occurrence of events, require essential assistance activities. It will also be necessary to identify the type of buildings and structures, which fall in areas exposed to the snow risk with particular attention to those that provide essential services (health facilities, schools, municipal offices, maintenance services, etc.) with an indication of the services offered, personnel, number of users and the actions to be implemented in the event of an emergency. The Municipalities, Provinces and Road Management Bodies must take care to equip themselves in time, at their own expense, with adequate supplies of salt or suitable products for de-icing to be used on the roads under their jurisdiction. The main road network and the connection to essential facilities must be guaranteed as a priority. It is advisable to check the efficiency of the vehicles available and the operational response of emergency services personnel. Municipalities must identify suitable spaces for the accumulation of the removed snow in order not to further compromise traffic. They must also take care to raise awareness among the population, in particular condominium administrators, on the opportunity to equip themselves with devices and equipment suitable for clearing snow or ice from private avenues and sidewalks, with the prohibition of accumulation on the road, informing them appropriately of the location of the dedicated site for the accumulation of the removed snow. Property owners must ensure that snow and ice are removed from roofs and terraces due to the possible risk of collapse caused by overloading with snow.

It is also advisable to identify, in advance, suitable spaces for the reception of the homeless, in case of need, and the assistance organizations to entrust with their management. Furthermore, in order to avoid dangers for the population, it is advisable to provide information, by any means deemed appropriate, about the dangers induced by low temperatures and snowfall such as:

the possible risk, even prolonged, of an interruption of electricity supply which, in particular for scattered houses or those located in inaccessible places, could be even more severe due to the possibility of isolation linked to longer times for restoration depending on the damage to the overhead network and the possibility or otherwise of reaching the fault area;
Failure to have boilers, stoves and generators powered by gas in cylinders or fuel checked by qualified technicians could cause explosion hazards and fumes due to malfunctions;
possible disruptions to telephone lines that could last a long time, generating situations of isolation and the impossibility of requesting assistance in case of need;
the impossibility for those undergoing drug therapy to reach the pharmacy to purchase the drugs necessary for the continuity of treatment or medical supplies;
possible interruptions in the water supply due to broken pipes caused by frost. It is recommended to leave a trickle of water running from the tap to avoid damage to the internal water system.
possible difficulties in reaching the shops to stock up on basic necessities. In these cases, when a specific warning of adverse weather conditions and critical situations due to snowfall and frost is issued, it would be appropriate to disseminate the information contained in such warnings widely in order to allow the replenishment of the necessary supplies at least for the hours of duration of the critical situation indicated in the aforementioned warnings;
The possibility of loss of livestock grazing in mountainous areas with the difficulty, if not the impossibility, of their recovery or of the administration of feed. It is considered appropriate to warn the breeders to recover their livestock grazing in time and to transfer them to easily accessible shelters to provide for their care;

Furthermore, it will be appropriate to advise people undergoing scheduled health treatments (e.g. dialysis patients) to make sure that, in the event of snow or ice, they are actually likely to remain isolated and unable to easily reach the relevant health facilities. In such cases, it may be necessary to prefer early hospitalization, in agreement with the health facility, for the time necessary for the therapeutic treatment.

With regard to road safety and the safety of people, it is advisable to warn, with adequate signs, of the formation of ice on the road system, both pedestrian and vehicular, to avoid, as far as possible, road accidents and physical injuries due to accidental falls. It is also advisable to report the possibility of snow falling or ice forming, from trees, roofs and cornices that could hit pedestrians passing by on the sidewalks and cars in transit or parked nearby. Furthermore, it is considered appropriate to inform motorists that, pursuant to Article 6, paragraph 4, letter e) of the Code of

Road, as amended by article 1, paragraph 1 of law 29 July 2010, n. 120, the obligation of winter devices (snow tires or chains on board) is in force, from 15 November to 15 April, throughout the national territory.

As regards the planting of trees on roads, avenues and public parks, it is advisable to check that the snow overload does not create dangerous conditions for pedestrians and vehicles in transit or parked and to provide for the lightening of this load.

The ASL and 118 are recommended to provide:

for the possibility of interruption of electricity, to the preventive verification of the efficiency status of the continuity electricity generation systems;
to verify alternative and emergency communication systems;
to verify the winter equipment of the ambulances in their possession or under agreement;
To report to the Municipalities the possible impassability, due to snow or ice, of the access roads to the health facilities and emergency rooms; to provide for the possibility of resorting to above-average health services and assistance to the homeless.
