The Provincial Command of the Guardia di Finanza of Naples, at the end of investigations coordinated by the District Anti-Mafia Directorate of Naples, has executed a precautionary custody order issued by the GIP of the Court of Naples against 5 people.
The recipients of the measures are public officials and entrepreneurs, accused, to varying degrees, of corruption and disturbed freedom of auctions in relation to a tender called by the Municipality of Nola for the execution of urban and environmental redevelopment works in the hamlets of Piazzolla and Polvica, completion of the sewer networks of that Municipality and of the San Giuseppe Vesuviano-Piazzolla collector.
Today's activity, conducted by the financial police of the Economic and Financial Police Unit of Naples, stems from the investigation conventionally referred to by the press as "THE QUEEN", in which irregularities were found regarding various public procurement tenders, managed by public bodies in the Provinces of Naples, Caserta and Benevento, bringing to light the systematic operation of "white collar" workers capable of having a decisive impact on the awarding of said public tender procedures, in favor of "pre-designated" companies.
In particular, the ordinance alleges conduct involving the disturbance of the freedom of auctions and corruption against the Sole Responsible for the Procedure (Rup) of the tender, Gustavo ANACLERIO, who, through the intermediation of Antonio SOMMESE (known as Antonello) – collaborator of the Councillor for Development and Promotion of Tourism of the Campania Region pro-tempore Pasquale SOMMESE – and of the entrepreneur from Melito di Napoli Luigi MARRONE, is seriously suspected of having delivered confidential documents relating to the tender in advance to the engineer Guglielmo LA REGINA.
According to the dispute, this conduct would have allowed the aforementioned professionals to draft the technical offer in more advantageous terms than the competitors, guaranteeing the awarding of the tender to the Temporary Consortium of Companies called “ICOOP –IMPREGIVI” of the building contractors Antonio PICCOLO of Casapesenna and Pasquale VIRO of Afragola.

Furthermore, the precautionary objection reported in the order also concerns the conduct committed by the President of the Tender Commission - Technical Officer of the Interregional Public Works Office of Campania, Molise and Basilicata - Catello ESPOSITO, accused of having colluded with the participants.
Furthermore, the corruption cases being investigated concern bribes paid to Rup Gustavo ANACLERIO for a bribe of approximately 70.000 euros, and to Antonio SOMMESE for a sum of 15.000 euros, which was then used to finance Pasquale SOMMESE's electoral campaign for the 2015 regional elections.
In relation to the facts reported, Gustavo ANACLERIO, Luigi MARRONE, Antonio PICCOLO and Pasquale VIRO were placed in prison custody, while Catello ESPOSITO was placed under house arrest.
