Caserta NAS discovers serious irregularities in two facilities for people with “mental problems”: now the Municipality must close them
The "Villa Bianca" residential community for adults with disabilities and the "La Villetta" apartment for adults with mental health problems, located on Viale Ricciardi in Castel Volturno, will be closed. This decision was made by the Municipality of Mondragone, as the lead entity for Territorial Area C10, which also includes the municipalities of Cancello Arnone, Carinola, Castel Volturno, and Falciano del Massico.
The basis of the Municipality's decision is the note from the Carabinieri command for health protection (Nas di Caserta) which, following an inspection carried out on 23 December 2019 at the two residential facilities, found a series of irregularities.
The first facility was found to house a higher number of adults with mental disabilities. Furthermore, both facilities on Viale Ricciardi were found to be under different management, as well as poor sanitary conditions, evidence of several signs of mold in the rooms, a lack of structural requirements required by industry regulations, a non-functioning elevator installed to remove architectural barriers, an electrical system with exposed wiring, switches and sockets lacking adequate protection, outdated and insufficient furnishings, a lack of evidence of the shift schedules of the staff responsible for supervising guests, a failure to provide an organizational chart/functional chart, a lack of evidence of the qualifications of the staff responsible for managing the facility, also taking into account the psychiatric conditions of the guests, and a failure to provide the insurance policy required for the management of the activities and the register of guests.
