During the investigation, conducted by the Rome Special Anti-Corruption Unit through numerous wiretaps, shadowing, document acquisitions at public offices, and bank checks, corruption was uncovered by a well-known Roman professional with ties to parliamentary political circles, with the assistance of several administrators of the municipality of San Marcellino (Caserta). The corruption was related to the contract for the management of the public street lighting service awarded to the company "Tlsled Esco srl," linked to the suspects. In the past, the principal suspect held various positions, including board member of Anas SpA and director and treasurer of the "Fondazione della Libertà per il bene comune." The investigation also focused on the bankruptcies of the companies Setecna and Blustar, which were effectively traced back to an entrepreneur and an accountant who, including through front men, diverted significant financial resources from the companies, causing unfair damage to creditors. The investigation also revealed that a public official, a member of the police force, in exchange for financial benefits, had committed acts contrary to his official duties and was therefore placed under house arrest.
