On May 19st, representatives of ArticoloUNO, Centro Democratico, Democrazia Solidale, Europa Verde, Futura, Italia Mediterranea, PSI, SocialismoXXI met via videoconference to reflect on the measures to be adopted following the Covid XNUMX emergency, on the economic and social situation in Campania and – in view of the next regional election – on a program and a project that will relaunch the future of Campania.
The vote for the renewal of the Councils and Presidents of the Regions will not be a normal electoral passage. It was not even before Covid19; let's just think of the whole discussion on differentiated regionalism, which in fact implied the need to rewrite new relationships between State and Regions, and with respect to which it had been highlighted from many quarters that a scheme of differentiated autonomies that privileged the NORTH should not be proposed again; it is not, even more so, now where any certainty, already quite shaky, has collapsed. We are all called upon to rethink new social behaviors, imagine different lifestyles and new production models, to finally question globalization and the logic of capitalism that have increased distortions and inequalities. The serious environmental crisis dramatically summarizes this scenario and poses the urgency, at a global level, of radical changes that tend to rebalance the economic conditions of the NORTH and SOUTH. After all the drunkenness about the decline of the role of the State and the need to rely on the market, it has become clear - if it were not yet clear enough - that the economy and the production system are not able to restart and "reform" without a massive intervention by the State differentiated between North and South. Today we rediscover that rights are not a commodity on which to build business and profits. This is not the case with healthcare, whose universalistic model has appeared in all its generosity and full of great professionalism, but also fragile due to the spaces culpably ceded to private individuals, for the beds decimated, for not having built an efficient territorial network with a decisive and active role for general practitioners.
The effects of the pandemic have been compared to those of a war. Post-war Italy and Europe needed great gestures: we remember the cancellation of war debts, the Marshall Plan, the relaunch of the PP.SS., the foundation of CASMEZ, the role of the men and women of the South who, emigrating to the NORTH, allowed the reconstruction of the country's productive structure. At the base there was the great awareness among the political and social forces of not losing the spirit, despite the bitter differences, that had pervaded the birth of the Republic and the Constitution. Today the time has come to address, without pretense, the need to use the funds that Europe, in a form of solidarity, makes available to the country to bring the work that has been missing for too long to the disadvantaged areas of the SOUTH. It is true that today the country, despite the difficulties, is holding up, however the second phase of the reopening and that linked to the economic recovery will require not only more commitment, but a shared vision, the ambition of an extraordinary project. While it is true that from many quarters, signals of appreciation for the work of the national government are arriving, it must also be considered that Campania is among the regions that has held up better than the Center-North, not only because the contagion has affected the South less, but also for the measures adopted to prevent it from spreading. This is a fact recognized by all to the regional government, while the oppositions have appeared objectively absent and incapable of putting forward proposals.
Now, however, we must be fully aware that these new scenarios need to be addressed with a policy that looks at the needs of people, families and productive activities. We must tell ourselves frankly and clearly that many families who lived off underground activities, without any form of assistance, will have to be directed to help them recover their sense of Community. The time has come to bring undeclared work to the surface, not to obtain greater tax revenue for state finances, but to invest for the benefit of these marginalized categories.
The problem that we are keen to highlight from a political point of view is not only who will win the next election - it will not be a matter of putting together names to form lists that, as far as we are concerned, will be centre-left - but looking at the young people who will have to govern the future of our Region.
The Democratic Party, the M5S, the green force, those of the left and progressives, the democratic Catholics, the civic expressions, of volunteering and of the third sector, must be clear that it is a question of building with the society of Campania with the political and social forces an "Ambitious relaunch project and a strong alliance", which engages the many energies and skills that we have at our disposal. It is in the stagnation of the emergency that we will see the flaws and the power of criminal organizations and that is the moment in which the generous, supportive, strong Campania that we have seen in these difficult weeks, cannot and must not remain outside the door: social and productive forces, universities, research centers, the third sector and those who want to make ideas and skills available, must be protagonists.
We have held up well, but it is not enough to support the future.
It's not enough because:
• the social emergency risks assuming enormous dimensions, also due to the blows suffered by those involved in the black economy, engaged in the thousand jobs that allowed them to bring home the jurnata. It is essential that the aid allocated reaches families, workers, professionals, businesses (from small businesses to strategic sectors, such as the agri-food chain and tourism) quickly. It will be appropriate, for the specific needs of childhood and families with children, to provide for the use of ad hoc regional funds.
• we are witnessing a general decontamination in the territories in this period. We cannot, therefore, allow a return to the previous situation with the possibility of devastating the territory with impunity. For this reason, the industries and activities that are reopening or will reopen will have to do so respecting strict environmental protection rules.
• The use of e-learning has forced operators and students to make a difficult adaptation that has presented a series of critical issues that have not yet been resolved, not least the digital divide which – in some situations – is very accentuated, it will therefore be necessary to plan, in agreement with the Regional School Office, the use of tools that can allow for recovery and allow (even in the summer period) students who have not been reached through DAD to catch up.
• the entire production structure which has become more exposed must – according to the parameters we have set out – be strongly supported and relaunched, the construction system must be unblocked immediately by rethinking it from a “green” perspective.
• there is a need, in phase two, to implement the use of serological tests and swabs, as well as to strengthen local medical facilities to reduce the number of patients hospitalized, but also to reorganize the entire healthcare sector, the social services network, and to deal with the environmental emergency;
Campania and the South have the opportunity, thanks to the lower spread of the virus, to be able to restart earlier, they will have the opportunity to stimulate employment and productivity, activate the potential to reverse the trend and recover the gap with respect to the Center-North, also in order to strengthen the contribution to the recovery of the country and potentially also of Europe and to open a new dialogue with the Mediterranean basin. It is a matter of going beyond the "Plan for the South" itself, of the need for Campania to work in agreement with the other Regions.
To do these things, we need to reflect on the limitations of these years, on the need to reorganize the regional structure, its participating companies, to offer certain points of reference that, in a new relationship with the territories, the system of local authorities (Naples and its metropolitan area, the capital municipalities and the set of areas and the Region) allow us to fully use the available European resources, together with the national ones, we need an apparatus that is able to support transparent and fast administrative processes and such as to implement the objectives that are being defined. We need, in the presence of this emergency and until the vote, that the Regional Council regains centrality, becomes the place and time to define and share choices.
It is about building an electoral challenge based on a strong Project, on a concrete plan that requires new dynamics of involvement, listening and participation.
Let us find the most suitable form right away, which could be the convocation of all the forces active in the territory, to involve each of these parts, to connect them, and let us identify a coordination to which to entrust the task of stimulating the activities expressed by the different components. At the same time, let us ask everyone to send proposals, ideas and - above all - let us ask young people to become the true protagonists of a new story of our future. Let us propose to the political forces - from the PD to the M5S - that a new phase of our debate be opened, not only by immediately involving the social, productive, environmentalist, research forces and as many of them as want to be protagonists, but also to define the path that will help us arrive at the electoral appointment prepared.
