Tomorrow, May 4, 4,4 million people will return to work. And it will be possible to visit spouses, cohabitants, civil union partners, relatives up to the sixth degree, in-laws up to the fourth degree such as the spouse's cousins. And people "linked by a stable emotional bond", such as fiancés but not, government sources specify, friends. The government dispels with a FAQ, i.e. an answer to frequently asked questions, the doubt insinuated by the new dpcm for "phase 2".

Via also free to physical activity not only near one's home and in parks but it remains clear that one cannot leave one's region, except - once - to return to one's residence or domicile, if due to the lockdown one was stuck elsewhere. The ban also remains for second homes: "It is not among the necessary movements", government sources explain to dispel doubts.

It is a “stress test” for phase 2, which begins on May 4. From the data on contagion that will be collected starting next week, it will be clear whether from May 18 it will be possible to reopen more in some regions and whether, on the contrary, in individual areas of the country the lockdown will have to return. Prime Minister Giuseppe Conte, responding via Facebook to the letters of a beautician, a barber and a restaurateur, says he is “sure” that in the areas with low contagion the reopenings will arrive “sooner than expected”.
And meanwhile he assures that the government will be "intransigent for those who restart on the respect of "strict safety protocols".
Here are the frequently asked questions and answers on the measures adopted by the executive for Phase 2

Can I travel to visit someone? Travel is permitted only to meet your relatives, who must be considered among the trips justified by necessity. However, it is strongly recommended to limit meetings with people who do not live with you as much as possible, as this increases the risk of contagion. During these meetings, the following must be respected: the ban on gatherings, interpersonal distancing of at least one meter and the obligation to use masks to protect the respiratory tract.

Who are the relatives with whom it is permitted to meet? The scope to which the term 'relatives' may refer can be indirectly deduced, systematically, from the rules on kinship and affinity, as well as from the case law on civil liability. In light of these references, it must be considered that the "relatives" referred to in the Prime Ministerial Decree include: spouses, cohabiting partners, partners in civil unions, people who are linked by a stable emotional bond, as well as relatives up to the sixth degree (such as, for example, the children of cousins ​​between them) and in-laws up to the fourth degree (such as, for example, the cousins ​​of the spouse).

Can you go out for a walk? You can leave your home only to go to work, for health reasons, for necessity (the decree includes in this case that of visiting relatives), or to carry out outdoor sports or physical activity. Therefore, walks are permitted only if strictly necessary to make a journey justified by one of the reasons just indicated. For example, it is justified for reasons of necessity to move to do the shopping, to buy newspapers, to go to the pharmacy, or in any case to buy goods necessary for daily life, or to go to any of the open commercial establishments. Furthermore, any exit from the home for outdoor sports or physical activity is justified. It is understood that the justification for all permitted journeys, in the event of any checks, can be provided in the forms and with the methods permitted.

The justification of the work reason can also be proven by showing adequate documentation provided by the employer (badges or similar) suitable to demonstrate the declared condition. In any case, all movements are subject to the general ban on gatherings, and therefore to the obligation to respect the minimum safety distance of one meter between people. Are there limitations on movements for those with symptoms of respiratory infection and fever above 37,5 °? Individuals with symptoms of respiratory infection and fever (over 37,5 ° C) must remain at home and limit social contacts as much as possible, contacting their doctor.

Can you go out to buy goods other than food? Yes, but only to buy products that fall within the categories of goods whose sale is permitted, expressly provided for by the Prime Ministerial Decree of 26 April 2020, the list of which is available at this link (Annex 1 and Annex 2).

Will those who are away from their domicile, home or residence be able to return there? Yes. The decree provides that in any case it is permitted to return to one's domicile, home or residence, even if it involves moving between different regions.

Once you have returned to your domicile/home/residence, as permitted by the Prime Ministerial Decree of 26 April 2020, is it possible to move outside the Region of domicile/home/residence reached again? The Prime Ministerial Decree of 26 April 2020 allows travel between different Regions exclusively in cases where: proven work needs or absolute urgency or health reasons apply. Therefore, once you have returned to your domicile/home/residence even if you are coming from another Region (as permitted starting from 4 May 2020), travel outside the borders of the Region in which you are located will no longer be permitted, unless one of the legitimate reasons for travel indicated above applies.

I have a minor child, can I accompany him/her to a park, a villa or a public garden? Yes. Public access to parks, villas and public gardens is permitted, subject however to strict compliance with the ban on any form of gathering as well as the interpersonal safety distance of one meter. Play areas equipped for children cannot be used and, pursuant to the new Prime Ministerial Decree, remain closed. The mayor may order the temporary closure of specific areas where it is not possible to otherwise ensure compliance with the provisions.

Is it allowed to do physical or sporting activities? Outdoor sports and physical activity is allowed only if it is done individually, unless it involves people who live together. Starting from May 4, outdoor sports and physical activity will no longer be allowed only in the vicinity of one's home. The presence of a companion will be possible for minors or for people who are not completely self-sufficient. It is mandatory to respect the interpersonal distance of at least two meters, if it is a sporting activity, and one meter, if it is a simple physical activity. In any case, gatherings are prohibited. In order to carry out the above-mentioned physical or sporting activity, it is also permitted to travel by public or private transport to reach the place identified to carry out such activities. It is not permitted to carry out physical or sporting activities outside one's own Region.

Can I use a bicycle? The use of a bicycle is permitted to reach the workplace, the place of residence or shops that continue their sales activity. It is also permitted to use a bicycle to carry out physical activity outdoors. In any case, the prescribed interpersonal safety distance must be observed.

Can I go to the cemetery to pay homage to a deceased loved one, even outside of funeral ceremonies? Yes, it is permitted to travel within one's own region to visit the deceased in cemeteries, always respecting the interpersonal safety distance of at least one meter and the ban on gatherings. As for parks, the ban on gatherings must always be respected in cemeteries and, if it is not possible to avoid such gatherings, the Mayor can order their temporary closure.
