The Noe of Treviso arrested and placed 9 people under house arrest with the application of an electronic bracelet and placed 2 people under the obligation to remain at home.
Sottoposti a sequestro preventivo impianti, uffici, sedi legali ed operative di tre ditte delle quali due di trattamento e una di trasporto rifiuti; 10 motrici/rimorchi variamente utilizzati per il trasporto e lo stoccaggio dei rifiuti, per un valore complessivo di circa 500 mila euro; oltre 700 mila euro a carico complessivo delle 3 ditte indagate, quale profitto del reato di traffico illecito di rifiuti. E’ il risultato di una vasta e articolata attivita’ investigativa dei carabinieri del Nucleo operativo ecologico di Treviso, diretti in quasi un anno di indagini dalla Procura distrettuale antimafia di Venezia, conclusasi nella mattinata di oggi con l’esecuzione delle ordinanze di misura cautelare per il traffico illecito di rifiuti. Si tratta di una delle piu’ importanti operazioni di Polizia giudiziaria contro il traffico dei rifiuti ed a tutela dell’ambiente mai eseguite in Veneto. Accanto al Noe di Treviso supportati da un velivolo del 3 Nucleo elicotteri cc di Bolzano, militari dei Noe coordinati dai Gruppi tutela ambientale di Milano e Napoli oltre che personale dei Comandi provinciali Cc di Verona, Padova, Vicenza, Mantova, Milano, Monza/Brianza, Napoli, Salerno e Caserta. Oltre agli arresti ed ai sequestri sono state compiute 25 perquisizioni, di cui 6 a carico di altre ditte al momento non indagate, con sequestro di copiosa documentazione cartacea e digitale, che sara’ ora vagliata dagli inquirenti.
The investigation was launched in February 2019 and originated from a monitoring conducted at a national level by the Carabinieri Command for Environmental Protection as part of a targeted action to combat, also in Veneto, the phenomenon of fires, both in some plants formally authorized for waste management, and in several abandoned industrial warehouses. From a report by the CC of the Legnago Company, who informed the Noe of Treviso of some suspicious movements of heavy vehicles near a warehouse located in the province of Verona that had been disused for years, the activity initially developed under the direction of the Public Prosecutor's Office of Verona and then migrated, due to the jurisdiction of the hypothesis of the crime that was emerging, to the District Prosecutor's Office of Venice. Through the cross-referencing of numerous services carried out in the area, the use of technologies and an in-depth documentary analysis, elements of responsibility were acquired with respect to subjects operating in the field of waste treatment and transportation who, after attributing false codes of the European Waste List (Eer) in the forms, would have illegally managed, with different tasks and roles, the disposal of large quantities of special waste - consisting of unsorted urban waste, plastic and textiles, coming from Campania, Tuscany and other regions of Northern Italy, through the failure to submit to the expected treatment/recovery operations and the subsequent transportation, storage and simultaneous abandonment in disused warehouses in Veneto and Emilia-Romagna.
Specifically, important evidence was collected regarding 25 illegal transports, in which the waste was always formally accepted by the company that appeared to be the recipient but in reality, despite the different certifications issued, it ended up completely unloaded in disused warehouses in Veneto and Emilia Romagna, promptly seized during the activity. Overall, the investigations identified elements of responsibility for the disposal of approximately 2700 tons of waste, mostly special waste that does not contain any recoverable fractions, therefore destinable only and exclusively to a final disposal plant such as an authorized landfill or a waste-to-energy plant. With regard to the companies that appear to be most involved, it was possible to calculate an illicit profit of over 700 thousand euros, deduced from the completely irregular disposal of waste and also carried out with unauthorized means.
