Bribes and corruption to cover up pollution: police officials also investigated

Corruption: there are also representatives of law enforcement, organized crime, entrepreneurs and several public administrators of Sma Campania in the police and Guardia di Finanza investigation that led to the issuing of 16 precautionary measures in Campania.

Among them is Lorenzo Di Domenico, acting general manager of SMA, accused of accepting a bribe of 7% of the agreed-upon amount for the improper assignment, through emergency procedures, of the sludge disposal at the Naples North, Marcianise, Succivo, and Regi Lagni treatment plants. Di Domenico has been placed under house arrest. Also implicated in the corruption incidents spanning 2017 and 2018 is Luigi Riccardi (coordinator of the SMA Campania treatment plants, director of the Naples East treatment plant, and at the time of the events also of the Marcianise treatment plant in the province of Caserta). The investigating judge has ordered house arrest for him, and he is among the recipients of the 16 precautionary measures notified today by the State Police and the Guardia di Finanza. House arrest was also ordered for Errico Foglia (director of the Acerra wastewater treatment plant, managed by SMA at the time); engineer Giacomo Perna (head of maintenance at SMA); Campania Regional Director Lucio Varriale; and Agostino Chiatto, also an SMA employee and secretary to politician Luciano Passariello. The crimes alleged by investigators include, to varying degrees, corruption, money laundering, environmental pollution, issuing invoices for non-existent transactions, and fraudulent transfer of assets.

Salvatore Abbate, Salvatore Tedesco and Giuseppe Savino are arrested; Rolando Abbate and Cristina Abate, but also Michele Furino, Abramo Maione, Vittorio Porcini, Luigi Riccardi, Vincenzo Riccardi, and Giuseppe Auletta are under house arrest. Domenico Boenzi and Domenico Sabatino are suspended for six months. Among those under investigation is also Vittorio Porcini, esteemed deputy commissioner in Ponticelli, who is charged with revealing secrets in favor of Abbate (a person believed to be close to local criminal circles), in exchange for alleged favors or other benefits. Porcini is under house arrest and will have the opportunity to demonstrate the validity of his version, during the continuation of the investigation, together with the other suspects. In the documents of the investigation conducted against Sma, a sum of money was found so large that it was transported with a trolley.

Former regional councilor Luciano Passariello is under investigation as part of the inquiry. At the same time, seizures of properties, companies and cash worth over 4 million euros are underway. The prosecutors had requested Passariello's arrest as part of the inquiry into the management of the purification system in Campania. However, the investigating judge did not find any serious evidence of responsibility. The position of his political secretary, Agostino Chiatto, who was an employee of Sma, is more serious.
