Operation by the Guardia di Finanza of Turin, in collaboration with the Provincial Command of Naples in 7 regions: 15 precautionary custody orders, of which 10 in prison and 5 under house arrest.
The 15 arrested are accused of being part of an international criminal organization specializing in the illicit trafficking of metal waste and the self-laundering of illicit proceeds, including through documents certifying non-existent transactions.
Operation “Ferrami”
As part of the operation “Ironmongery“, dozens of people and companies were searched and a preventive seizure was carried out on assets worth over 130 million euros, including financial assets, real estate, vehicles and company shares attributable to the suspects. Around one hundred soldiers are involved in the operation, belonging to over thirty departments of the Fiamme Gialle in the territories of Piedmont (provinces of Turin, Alessandria and Verbania), Lombardy (provinces of Bergamo, Brescia, Como, Lecco, Milan, Monza-Brianza and Pavia), Emilia-Romagna (Ferrara and Forlì-Cesena), Tuscany (province of Prato), Lazio (province of Rome), Molise (province of Isernia) and Campania (provinces of Naples, Caserta and Salerno).
The investigations
The investigations, directed by the Turin prosecutor's office, have allowed the identification of a transnational criminal organization, which procured metal waste purchased 'under the table' in Italy and for which documentary and accounting 'coverage' was prepared to make it appear as scrap purchased legally from companies based abroad, which falsely certified its regularity, according to the requirements set by EU legislation.
The waste was then delivered to foundries or other commercial companies in the sector to be reintroduced into the production circuit. The law requires that in order for scrap metal not to be classified as 'waste', the producer must draw up and transmit a 'declaration of conformity' for each transfer, to allow for its traceability. The investigations began in 2018 after the reporting of anomalous financial movements between a Slovakian company and a company in the Turin area, with a secondary office in Campania, for the trading of ferrous materials.
In total, approximately 18 tons of metal waste were moved that year, according to investigators.
