Red Italy: all the new rules of the Government

Since midnight today, all of Italy has changed color to slow down the new wave of the virus. The Government has also updated the 'FAQ' on the rules to be respected in the different areas, in light of the latest Draghi decree.

Travel to second homes is permitted even in the red zone, "but only for those who can prove they actually had the right to travel to the same property before January 14, 2021." Eleven regions are in the red zone, nine in the orange zone, and only one (Sardinia) in the white zone. The latest ordinances Minister of Health, Roberto Speranza, have redrawed the national map of epidemiological risk and pushed half the country back into a de facto lockdown. Here's what you can and cannot do from today (while still respecting basic measures such as wearing a mask, social distancing, and frequent hand washing). The red zone started at midnight in Basilicata, Campania, Emilia Romagna, Friuli Venezia Giulia, Lazio, Lombardy, Marche, Molise, Piedmont, the Province of Trento, Puglia, and Veneto. Abruzzo, Tuscany, the Autonomous Province of Bolzano, and Umbria are orange. While Calabria, Liguria, Sicily, and Valle d'Aosta are 'yellow'. From today until April 2 and on April 6, the provisions for orange zones will apply in all yellow zones. On Easter Sunday - April 3, 4, and 5 - throughout the country (except in the white zones), the restrictions for red zones will apply.

SELF-DECLARATION – In the RED ZONE you must always be able to demonstrate that your movement is permitted, including through a self-declaration that can be made on pre-printed forms already provided to the police force.
THE NEW GOVERNMENT FAQS

The FAQs, the answers to frequently asked questions on the measures adopted by the Government in the latest decree law of 13 March 2021 and on the Prime Ministerial Decree of 2 March 2021, have been updated on the website of the Presidency of the Council. The FAQs explain in detail the measures in force from 15 March to 6 April 2021 to combat the Covid-19 pandemic.

RED ZONE MOVEMENTS: Until April 6, 2021, in the red zone, only the following movements are permitted: – for proven reasons of work, health or necessity (including to another Region or autonomous Province); – returning to one's residence, domicile or home, including returning to "second homes" located inside and outside the region. Travel to visit self-sufficient friends or relatives and, in general, all movements to private inhabited homes other than one's own that are not due to reasons of work, necessity or health are prohibited until April 2 and on April 6, 2021. On April 3, 4 and 5, 2021, it will be permitted only once a day, to move to another private inhabited home in the same Region, between the hours of 5.00:22.00 a.m. and 14:14 p.m., for a maximum of two people, in addition to those already living in the destination home. The person or two people who travel may still bring with them their children under XNUMX (or other children under XNUMX for whom the same persons exercise parental authority) and any disabled or non-self-sufficient persons who live with them.

ORANGE ZONE: From March 15 to April 2, 2021 and on April 6, 2021, in this zone, it is permitted to move within one's own Municipality, between the hours of 5.00:22.00 am and 22.00:5.00 pm. Travel to other Municipalities (and therefore also to other Regions/Autonomous Provinces) is permitted exclusively for proven work needs, situations of necessity or health reasons. Returning to one's residence, domicile or home is always permitted. Returning to "second homes" located inside and outside the region is permitted. The so-called "curfew" also remains in force: from XNUMX:XNUMX pm to XNUMX:XNUMX am, only travel motivated by proven work needs, situations of necessity or health reasons is permitted.

SECOND HOMES RED ZONE: it is possible to reach second homes, even in another region (to and from any zone: white, yellow, orange, red), but only for those who can prove that they actually had the right to go to the same property before January 14, 2021. All subsequent enjoyment titles are excluded (including short-term rentals not subject to registration). The destination home must not be inhabited by people who are not part of the family unit living with the entitled party and only the same unit can go there.

BARS AND RESTAURANTS RED ZONE as well as ORANGE ZONE: it is always forbidden to consume food and drinks inside restaurants and other catering businesses (including bars, pastry shops, ice cream shops, etc.) and in their vicinity. From 5.00 to 22.00 the sale of food and drinks for takeaway is permitted, as follows: from 5.00 to 18.00, without restrictions; from 18.00 to 22.00, it is forbidden for individuals whose main activity is that of a bar without a kitchen. Home delivery is permitted without time limits. The consumption of food and drinks inside hotels and other accommodation businesses is also permitted, without time limits, for customers staying there only.

STORES AND MARKETS RED ZONE only commercial activities that sell food or basic necessities remain open. Markets are closed, except for activities aimed at the sale of food, agricultural and horticultural products only. Retail sales of items for early childhood are also permitted. Shops that sell clothing or footwear for both adults and children can remain open for the sole sale of products for children, closing the other areas.

SPORTS RED ZONE: Gyms, swimming pools, swimming centers, wellness centers and spas are suspended, with the exception of the provision of services included in the essential levels of assistance for rehabilitation or therapeutic activities and for athlete training. Basic sports activities and physical activity in general are suspended. Contact sports are prohibited and competitions are prohibited. It is permitted to carry out the related training outdoors and on an individual level, as well as training for team sports, which can be carried out individually, outdoors and respecting distancing.

ORANGE ZONE: Here too, gyms and swimming pools are closed and contact sports are prohibited. It is permitted to go to sports centers and clubs, both public and private, in your municipality or, in the absence of such facilities, in neighboring municipalities, to carry out basic sports activities exclusively outdoors, in compliance with social distancing rules and without any gatherings. It is possible to go to another municipality, from 5.00:22.00 to 5.000:30, to do sports activities only if these are not available in your municipality (for example, if there are no tennis courts), as long as it is in the same region or autonomous province. Furthermore, it is possible, when carrying out a sports activity that involves travel (for example, running or cycling), to enter another municipality, as long as this travel remains functional solely to the sporting activity itself and the final destination coincides with the municipality of departure. It is also recalled that, pursuant to the Prime Ministerial Decree, for municipalities with a population of no more than 2 inhabitants, the surrounding territorial area is considered equivalent to the municipal territory, up to a distance of XNUMX km from the relative borders. It is recalled that, during the performance of sports activities, it is always necessary to maintain a distance of at least XNUMX meters from other people.

CULTURE – Exhibitions and services open to the public at museums and other cultural institutions and places are suspended, with the exception of libraries whose services are offered by reservation and archives. Shows open to the public in theaters, concert halls, cinemas, live clubs and other venues or spaces, including outdoors, are suspended.

SCHOOL – School and teaching activities at all levels are carried out exclusively remotely. The possibility of carrying out activities in person remains intact when the use of laboratories is necessary or to allow the effective inclusion of students with disabilities and special educational needs.

SHOPS – Retail commercial activities are suspended, with the exception of the sale of food and basic necessities, both in neighborhood shops and in medium and large sales structures, including those in shopping centers, provided that access is permitted only to the activities and without prejudice to closures on holidays and the days before holidays. Markets are closed, with the exception of activities aimed at the sale of only food, agricultural products and horticultural products. Newsstands, tobacconists, pharmacies and parapharmacies remain open.

RESTAURANTS – The activities of catering services (bars, pubs, restaurants, ice cream parlors, pastry shops) are suspended. Catering in hotels and other accommodation facilities is still permitted without time limits, limited to their customers, who are staying there. Only catering with home delivery is permitted in compliance with health and hygiene regulations for both packaging and transport, as well as take-away catering until 22 pm, with a ban on consumption on the premises or in the vicinity. Food and beverage outlets remain open in service and fuel stations along motorways, in hospitals, airports, and ports.
