Major seizure of explosive powder on the highway
The 14 tons seized by the Guardia di Finanza in a Cassino parking lot were illegally stored inside a truck. The owner of a company that produces pyrotechnic materials has been charged.
If they had exploded during the transfer, they would have pulverized an area of over ten kilometers in the stretch between the province of Frosinone and the province of Caserta, causing damage to people, homes and commercial premises located in a large area, also affecting vehicle traffic along the Rome – Naples motorway.
The 14 tons of explosive material found inside a lorry by the Finance Police of the Provincial Command of Frosinone and of the Cassino Group, during an inspection, were a real 'powder keg'. The Guardia di Finanza of the Cassino Group, in developing information elements relating to violations of the "accord dangereuses route" regulation, which governs the international transport of goods by road, discovered a transfer activity of a large quantity of explosives from a van to an articulated lorry - both owned by a company producing explosive materials -, carried out inside a parking area in Cassino open to the public and adjacent to commercial businesses and private homes.
The Finance Police, having noted the absence of a security guard to escort the explosives transshipment operations and the required authorizations and communications to the competent Authorities, extended the control to the material production plant to verify compliance with the public safety regulations governing the production, storage and road transport of explosive materials.
The inspection allowed to ascertain possible environmental violations in the management of the production site and for this reason it was necessary to intervene by the Fire Brigade of the Provincial Command of Frosinone and officials of the Arpa Lazio – Section of Frosinone. The experts found the absence of authorizations for the emission of fumes into the atmosphere and for the discharge of industrial waste water. At this point, the seizure of over 14 tons of explosives, of the mine type, object of transfer from the van of smaller capacity to the articulated lorry, as well as the production plant of the same material, was inevitable, while the legal representative of the company, based in Arpino, was reported for "Illegal manufacturing of explosive material" and for environmental crimes.
