“In recent days there has been a lot of talk about the shortage of family doctors in the provinces of Campania.”
Thus begins a tough document signed by the union of "Doctors without Careers“. And they explain who is to blame for the lack of health personnel in Campania. “We note that only now the national secretariat of the largest general medicine union is realizing the serious criticality and is accusing the Campania Region of non-compliance. Yet we have urged this union organization and the Order of
Doctors-Surgeons and Dentists of the Province of Naples, that the population was without assistance, especially in this period where COVID-19 is
spreading fear, disease and death, and leaving citizens without the assistance of their family doctor, becomes a criminal act.

In the city of Naples alone there is a shortage of approximately 150 doctors and in the entire region the numbers are on the order of 500 shortage areas.
In addition to the Campania Region, it should be noted that the local health authorities (ASL) are in default and are guilty of omission of official duty, since, in addition to communicating the deficient areas to the region late, they detect them downwards, since, not respecting the current legislation, ACN and AIR Campania of General Medicine, in their calculations use the population of two years before, when, instead, the population of the municipalities on 31 December of the previous year must be taken as a reference, pursuant to the ACN of General Medicine 2005, art. 33 paragraph 13 and the AIR Campania of General Medicine 2013, Chapter III, art. 1 paragraph 1.
From all this, it can be deduced that the extraordinary work that Dr. Annamaria Ferriero, head of the Departmental Operations Unit for the Implementation of the Regional Territorial Health Care Plan of the Campania Region, is doing in speeding up the publication and assignment times of the areas lacking in general medicine, is rendered almost null because the Primary Care departments of the seven Campania AASSLL communicate false data and, therefore, the serious care gap is not filled because the number of retiring doctors never corresponds to a number of doctors who can assist the population. Just go to the choice/revocation desks of the health districts and daily you witness scenes of overcrowding, because people are desperate about the continuous retirements of their family doctors.
The result is that doctors continue to be overburdened, and temporary doctors still have to be appointed, causing harm to public health and the state treasury.
Doctors without Careers urges the Competent Authorities to notify the General Directors of the Campania Local Health Authorities to the judicial authorities, so that they themselves ensure that their respective Primary Care Departments use updated data, in accordance with current legislation, to calculate the exact areas lacking in numbers and times, given that each Local Health Authority is responsible for health care and, therefore, for the Health of each individual citizen who resides in the territory of that Local Health Authority.
We hope that the union leaders, sitting at company tables, under pressure from provincial, regional and national leaders, will also do their job of monitoring and possibly issuing warnings to those company leaders who fail to perform their official duties".
