I am 36 years old, I have been a criminal lawyer for over 10 years. I recently became a father to a beautiful 6-month-old girl who I am trying to raise with love together with my partner Mariafrancesca. I have two brothers, one is an entrepreneur involved in the distribution of pharmaceutical products, my other brother is called Angelo, and he is a Doctor, Epidemiologist, and then there is me who works as a criminal lawyer and deals with Politics. As for my passion for politics, I have always felt the need to get involved, I would say a family tradition for me. I decided in 2016 to get involved as a Candidate for the Municipal Council of the City of Naples for the Democratic Party and I was then elected. Now, I also want to take on new challenges, and I am preparing to face them. I am ready. The city of Naples is in great difficulty at the moment, certainly due to the problems related to the pandemic, especially for what is the tourism and hotel sector, everything has stopped. But not only this, also from a services point of view, Naples is one of the cities with structural problems also regarding the public debt of the Municipality, since there are over 2,7 billion in debt, and it is clear that with this burden it is impossible to move forward. In the year 2017-18 the Investment Plan included in the Budget for the City of Naples it was 0 euros, clearly you can't invest in the city like this, there is a huge problem and in the end only the citizens of Naples pay for it, those who pay the highest taxes in Italy without having any kind of service, such as, I'll give you an example: "the buses don't work, some streets are destroyed, the public greenery is often abandoned, etc." All this is unacceptable. The problem doesn't only concern the center of Naples, but the entire city, the suburbs and everything that is the fair project. Naples must be totally reformed, from Scampia to Soccavo, from Bagnoli to San Giovanni, there are projects to be implemented and we hope to be able to realize some of them, because Naples doesn't move forward only on tourism.

What is the resource problem?
Speaking of resources, there is a major problem. Since the 80s there has been this particular situation regarding the resources of our Italian South. Southern Italy is robbed of its resources every time, clearly we are not asking for who knows what amount of money for the South, but simply that the constraint on the destination of the resources be respected.
The South should receive 33% of state resources every year, but this restriction has never actually been respected.

Lawyer Nicola Pezzullo, as a politician, the healthy one, the good one that you put into practice, can you illustrate your project for the development of the city of Naples and your vision of the project?
Naples must be totally relaunched, on the one hand there must be industrial development, which focuses on the environment and the development of our territory. On the other hand, the management of the heritage of the city of Naples must be totally revolutionized. We have over 35 thousand municipal houses and about 1000 buildings owned by the Municipality, totally abandoned, only by relaunching this, implementing a policy of disposal and recovery of assets would it be possible to realize a good project for the city. An example in Via Crispi there is a building in front of Loreto Crispi totally abandoned that is used as a warehouse, a noble palace that could be used for the construction of a large hotel, above all to relaunch tourism, and to create jobs, employment.

Congratulations, you are a professional with very clear ideas, you have listed two very important projects for the city of Naples, since the properties left empty, you are absolutely right is a truly useless and incredible waste?
The construction of these abandoned buildings could really create a lot of jobs, because if you build a large hotel obviously cooks, waiters, staff who work inside the structure will be hired, useful jobs.

Lawyer Pezzullo, you show yourself to be a professional who loves politics, I would say a politician who makes little talk but many facts like few others are seen?
I am not used to talking, but simply facts. Being on the territory is the most important thing for me, because you have to take care of the city.

Is it important to involve people, to encourage them to work, to human mobility, especially gardeners who carry out a task with public greenery, in the open air, in some way safe with the necessary distances?
It is important to mobilize the work, the people, the Managers, the forces within the Municipal machine, otherwise the Municipality of Naples will be forced to call, as it does, external companies, and we must not allow this to happen.

Attorney Pezzullo, can you tell us about your fascinating profession in the field?
In this month of March I celebrate the first 10 years since the first time I entered a Courtroom. I celebrate 10 years of profession as a Criminal Lawyer. Law has always been my passion since I was a child. Since I graduated I immediately decided to undertake the profession of Criminal Lawyer, and also in this I have dedicated myself to many civil battles. For a long time I held within the Circolo del Partito Democratico a place where I practiced legal advice completely free of charge, I did not only deal with criminal law, also civil, I did everything, the Tax Expert, the Employment Lawyer, and this has helped me a lot to understand the world of work, and I continue to follow many people in difficulty, with the possible means that I have, and this gives me a lot, it has taught me that a solution is always possible.

Lawyer, you are a jewel of Excellence in the Democratic Party, lucky those who have met you on their path. In your profession you have conducted many trials, can you tell us a little about how a real trial is conducted inside a Courtroom?
Clearly the most exciting phase is the trial, that is, the questioning of witnesses.
It is in the debate that the lawyer makes the difference, I was lucky because I had great teachers like the lawyer Ivan Filippelli, who taught me how to face every trial with my head held high.
He taught me that to win trials you have to focus on two essential points:
A good list of witnesses and a careful study of the trial documents.
I am convinced that the solution to every trial is always found in the procedural documents, a lawyer, even if very gifted, must be meticulous in his study, this always makes the difference

Lawyer Nicola Pezzullo, how do you see your profession in the coming years?
To be honest, I think it will be tough but we must always be optimistic and aim to improve things.
In recent times there have been various reforms, which have simply lengthened the times of Justice when in reality they should be reduced. In Italy a civil proceeding lasts on average 7 and a half years, when in France and Great Britain it takes 3, in Germany 4. All this is paradoxical, but also with regard to the criminal sector we have in the Court of Appeal of Naples proceedings that date back 15 years, all this is absurd.
For me, three fundamental points need to be addressed:
First of all, the reform of all Italian Courts of Appeal.
The second point and we must be clear on this too, the principle of mandatory criminal prosecution that is provided for by the Constitution, in reality has never been applied, until the 90s, between amnesty and pardon, the system managed to hold up... After the 90s the judicial load has increased beyond measure and this is no longer sustainable, in fact every year in Italy there are 400 thousand proceedings that expire.
An honest discussion on this point must start from a fact: a system that sees, together, mandatory criminal prosecution, a trial with three levels of judgment, normally conducted without filters; political impracticability of any amnesty, blocking of turnover for administrative personnel (for almost twenty years - from 1998 to 2017 - we have not had any competition for judicial assistant!), is a system that does not hold up.
For this reason, and so I come to the third point, alternative rites must absolutely be encouraged.
To date it is not possible to make a plea bargain that provides for a sentence greater than 5 years, I find it limiting both for the public prosecutor and for the defendant, the sentence should increase to at least 10 years, in this way many trials would not be held and the sentence would be established through an agreement between the parties.
Such a clogged justice system does not benefit any legal practitioner but above all in the end it is the citizens who pay the price and this should absolutely be avoided!!!

NAPLES – A kitchen knife hidden in a backpack, discovered during school hours, prompted police intervention at a school in the historic center. The incident involved a 17-year-old boy, who was charged with illegal possession of a weapon or offensive objects.

The alarm was raised by a report to the Operations Room. Officers from the Dante Police Station responded to the school building after receiving reports of a student with a weapon in his backpack. When patrols arrived, a teacher reported finding, during a search, a kitchen knife measuring approximately 32 centimeters in length.
