Health, Campania eligible rankings: formal notice to revoke the competitions announced and on stand by. The action of the lawyers Leone Fell Catalano, supported by the regional councilors Borrelli and Manfredi
“We have sent a formal notice to the ASL and health authorities of Campania to request the revocation of the suspended or in the process of being activated selection procedures for the recruitment of health personnel and the inclusion of those who have already been selected to make up for the staff shortage in the Covid emergency”.
This was declared by lawyers Francesco Leone, Simona Fell and Ciro Catalano of the Leone-Fell law firm who clarified the reason for their initiative.
“In Campania, in the last year, some Local Health Authorities and Hospital Companies have announced several competitions for the same professional figures, but only the Cardarelli of Naples has managed to complete the selection, publishing last January the final ranking of winners and eligible non-winners.
All other administrations have suspended selections or are still in the pre-selection phase. Given the continuing epidemic, to make up for staff shortages in a strategic sector such as healthcare, and to avoid yet another waste of public money, the Leone-Fell Law Firm has sent a formal notice to the administrations to request the revocation of the announcements to allow the scrolling of the only published ranking of suitable candidates and therefore the immediate hiring of healthcare personnel already selected”.
Specifically, these are four competition notices announced by Auo Vanvitelli, the ASL of Benevento, the ASL Napoli 2 Nord and Napoli 3 Sud, for the hiring of personnel in the role of Professional Healthcare Collaborator, already selected by the Cardarelli Hospital Trust.
“The “Consolidated Law on Public Employment” – they explain – in fact provides that access to a public body must necessarily take place through a public selection, following which a ranking is drawn up that remains in force for the following two years, starting from the date of approval.
"Our request - the lawyers conclude - is aimed at limiting the announcement of new public competitions that imply a significant expenditure of money and resources. But it is also aimed at protecting a category of individuals who, following a competitive procedure, have been found suitable and, therefore, in possession of the merit requirements required to carry out the profession. Precisely for this reason we have decided to send a formal notice and request the revocation of the selection procedures temporarily suspended or in the process of being activated. We believe that this could be the most prudent choice for the administrations that would thus have the possibility of immediately inserting already selected personnel into the workforce, quickly making up for the shortage of operators in the healthcare sector, in a moment of full emergency like this".
Also supporting this request is the regional councilor of Europa Verde Francesco Emilio Borrelli: "I absolutely agree with the scrolling of the rankings of the competitions already regularly held, as demonstrated by my continuous and incessant requests. To avoid useless waste of time, public money and the birth of strange movements and tricks, it would be appropriate to establish in the future always and only single competitions on a regional basis."
Regional councilor Massimiliano Manfredi is of the same opinion, stating: “In a phase of great health emergency, which also puts at risk essential services that have nothing to do with Covid, to speed up the times and strengthen the health care network it is more than right and appropriate to use the still valid rankings of the competitions already held, instead of pursuing paths that would lengthen the times for the recruitment of health personnel, who have been on the front line for months and who deserve all our support and our concrete closeness. For this reason, as has already happened in other areas, we invite all health companies to follow this path and make the most of this opportunity”
