Superbonus, risk of flop without simplifications

“Il Super bonus 110%, created to relaunch our country's economy starting from the construction sector, risks becoming a resounding boomerang if we do not proceed with the simplification of the regulatory excess that regulates its procedural, fiscal and authorization aspects. It is a classic example of regulatory complication to the detriment of citizens as demonstrated by the fact that it came into force in July 2020 and, to date, very few construction sites have started. We start, erroneously, from the concept of making life difficult for the few crafty ones by penalizing all the other potential beneficiaries, and the professionals who follow them, who find themselves hit by the overproduction of papers, authorizations, clearances, certifications. The approach to these rules must be changed. Let's make the initiative much simpler and then introduce adequate ex post controls to search for the crafty ones". This is the alarm raised by Alberto Gusmerols (Lega), vice president of the Finance Commission of the Chamber of Deputies, during the online forum “Superbonus 110%, construction drives the economy” promoted by the Cassa dei ragionieri commercialisti e degli saggi contabili, chaired by Luigi Pagliuca, where tax reform was also discussed as well as the issues of work and fair compensation.

The simplification of procedures related to the recognition of the Ecobonus was also called for by Lucia Albano (parliamentarian of Fratelli d'Italia in the Finance Committee at Montecitorio): "I had the opportunity to verify what is happening in the municipalities where many requests for access to this measure arrive. Unfortunately, only a third are able to access the documents for certifications and, of these practices, very few see the light. We need to provide local authorities, the Revenue Agency and the professionals themselves, with adequate tools to respond to this enormous amount of requests. This is a fundamental step for the relaunch of our economy".

For Forza Italia MP Claudia Porchietto (Finance Committee): "A bipartisan commitment is needed to start a process of improving the Ecobonus by also expanding the group of companies to those with a turnover of over ten million euros and not entitled to any form of support. Other important points are to proceed with the drafting of a Consolidated Law for the reorganization of the laws that affect building redevelopment, to make the discount on the invoice and the transfer of credit structural, to simplify the procedures and to regulate the cases in which a requirement is missing to divert the operation to traditional bonuses, in addition to the provision of the possibility of amnesties at the end of the works".

On the topic of simplifications and the provision of new measures to support citizens, Democratic MP Chiara Gribaudo (newly elected national secretary of the Democratic Party and member of the Labor Commission) spoke: "We need greater clarity and renewal in several key sectors of our country. In the world of work and social safety nets, for example, it is a priority to provide immediate answers to workers and professionals who are paying dearly for the crisis resulting from the Covid pandemic. We must overcome the twentieth-century visions of which we are still prisoners and find a broad parliamentary convergence to correct the smart working approach, which is not a conciliation tool but a very specific way of working, to proceed with the reform of social safety nets, aiming to fill the unacceptable gaps we have with the rest of Europe with regard to data on female employment".

Paolo Longoni, member of the board of directors of the Cnpr, spoke of the “Byzantinism” of the regulations relating to the Superbonus 110%: “Applying the measure in practice is difficult, it was decided to create gigantic difficulties for potential users. Once again, this perverse, all-Italian will to regulate everything has prevailed. Even the impossible. The tax incentives on the measure represent a golden opportunity, but as it stands it won’t work. A profound and effective structural simplification is needed”.

Antonio Moltelo, councilor of Isnec (National Institute of Accounting Experts), is on the same line: "The relief is a measure that can provide lifeblood to the Italian economy. But more must be done in terms of simplifying procedures. This is what the professionals involved and especially those who want to access the benefit granted by the law are asking for. It does not help to find yourself having to deal with long procedures full of contradictions that seriously risk discouraging many of those entitled to it".

The day after the fire, a silence filled with disbelief reigns in front of the Sannazaro Theater. On Via Chiaia, in the heart of Naples, curious onlookers, tourists, journalists, and residents stand in a huddle, gazing at the remains of one of the city's cultural symbols, devastated by the flames.
