Fisciano Composting Site Fraud: 13 Under Investigation. Nocera Inferiore Prosecutor's Office Orders Seizure of Almost Two Million Euros
The Public Prosecutor's Office of Nocera Inferiore has ordered the seizure of 1.950.000,00 euros against the Municipality of Fisciano and the company Fisciano Sviluppo spa.
The decree was executed today by the personnel of the judicial police section. The measure represents the first outcome of an investigation coordinated by the deputy prosecutor Roberto Lenza and the prosecutor Antonio Centore and is linked to the design and construction of an aerobic composting plant in the locality of Prignano, in the Municipality of Fisciano.
In the investigation, 13 people are being investigated for fraud and attempted aggravated fraud. According to the investigators, the investigations revealed fraudulent conduct to the detriment of the Campania Region: the project, for which an advance of 10% had been requested, would have been accompanied by planimetric tables relating to another area of the municipality of Fisciano. This would have led to an inaccurate positioning of the site which, according to the Prosecutor's Office, was "aimed at obtaining a procedural regime that was less stringent overall in terms of the environmental impact assessment from which the project was removed".
The Campania Region, on the basis of these documents, approved the preliminary project amounting to 19.500.000,00 euros and paid the advance of 1.950.000,00 euros. In this way, according to the prosecution, the Municipality of Fisciano would have "unduly collected the financing" which in part was donated to the participating company Fisciano Development as a burden for the expropriation of the areas on which the composting site was actually supposed to be built.
