Pianura, the emblem of degradation, incivility and abandonment of institutions

In the suburbs of Naples deterioration and abandonment take, with each passing day, more and more the upper hand over decorum, dignity and civility. Thus even those that, perhaps, would have been conceived as green areas, as tree-lined avenues, have been transformed into open-air landfills, or, in a broader vision, into receptacles of degradation, illicit and elegism.

A shining example of this situation is Via Domenico Padula in the Pianura district, from where numerous reports reach the Regional Councillor of Europa Verde Francesco Emilio Borrelli, including:

“A road that could be a beautiful walk transformed into an open-air landfill. Here it is not only and unfortunately the incivility of the inhabitants of the area, but of real dumping by anyone, even those who carry out construction work. Since nearby there is also the Palasciano Russo comprehensive school complex attended from kindergarten to middle school, mothers and children are prevented from even walking to reach the school. What are they waiting for to send someone to clean up, to put up signs and cameras, to do something to dissuade all this…?!”.

Unfortunately, however, illegal waste dumping is only one of the many problems that affect via Padula where, for example, night-time car accidents linked to reckless driving are increasingly frequent, where wild parking is now more than a daily habit, with cars increasingly double-parked and cars permanently parked on sidewalks and in front of driveways, forcing disabled people and mothers with strollers to walk on the roadway that turns into a raging river if it rains for more than 10 minutes.

"The situation is very serious also because it represents the conditions of all the suburbs, where incivility and abandonment by the institutions go hand in hand giving rise to obscene spectacles. The blame must certainly be attributed to those people who do not follow any rules, who treat their neighborhood like a garbage dump, like a landfill, who feel like they own the street but this sense of incivility is not repressed but, on the contrary, in a certain way, is encouraged by the immobility and lack of interventions because degradation only calls for more degradation, it is the theory of broken windows. We need to change politics, we need to severely punish incivility and bring back decorum and dignity to these areas. We have asked Asia to give life to extraordinary interventions in via Padula and to start planning ordinary interventions. We have also asked to video monitor the area and to provide for assiduous checks by the Municipal Police. We need to change register." - the words of Councilor Borrelli.
