Scafati, Michele Russo: "We support the launch of the River Contract with the Park Authority as the lead partner. However, it's important to note that neither a preliminary report nor a memorandum of understanding have been released to date."
Michele Russo, opposition city councilor in Scafati, stated: "At the last city council meeting, we voted in favor of launching the River Contract, identifying the Sarno Regional Park Authority as the lead partner, with an opening of credit and trust. We need to work on defining its content and ensure this agreement between the 12 park municipalities doesn't remain a hollow shell."
"Sustainable community development certainly relies on coordination between various institutional bodies and a shared vision with associations, committees, and citizens.

Then the thrust: "With this premise, therefore, completely free from prejudice, and indeed absolutely supportive of a negotiating and collaborative approach between the entities, we feel it is our duty to constructively emphasize, as we did during the last City Council, that neither a preliminary report nor a memorandum of understanding have been released to date, documents that the regional guidelines for the implementation of river contracts require as preparatory activities for the identification of the lead entity. And then, what about the promotion committee and the contract meeting?"

Per Russian the delegation to thePark Authority As the lead entity, "even for participating in regional tenders, it cannot be a blank check, as is currently being seen. Consultation and negotiated planning are something else. They involve discussion and agreement on concrete issues with all stakeholders. In theory, therefore, we agree on the river contracts; in practice, we intend to understand which choices and priorities will be followed, for example, with respect to the Great Sarno Project and the issue of flooding and hydraulic risk, which affect our communities extensively and the city of Scafati most prominently. We believe that on these issues there can be no majority or opposition, but only the community's interest. The municipal administration and the Park Authority should know that we will constantly monitor the progress of the river contract, to ensure that the opening of credit to an instrument devoid of substance, at present, does not turn into a missed opportunity. If given the opportunity, we are ready to collaborate and provide our contribution of ideas and proposals."
