Municipality of Pompeii: Poison Season Open?

The poison season can now be officially declared open for the Municipality of Pompeii.

For months, the City Councilor of the “Majority” (?) De Angelis, had been firing cannon shots at zero elevation and chain bullets against the Administration, without declaring herself out of the majority, except to vote against it every time she had the opportunity.
Few times in truth, because the majority, with evident satisfaction of the opposition leader Di Casola, has found itself operating several times in the absence of De Angelis during many of the municipal councils held with the current Lo Sapio Administration.

So much so that councilor De Angelis now has a fine pending, which is also provided for by law - but activated like a time bomb - for three consecutive "unjustified" absences from as many city council meetings.
However, the use of this punitive mechanism against "absentee" municipal councillors remains rare and in Pompeii it has been used on very few other occasions.
It is generally a sign of unstable majorities that – through the exclusion of an “absentee” councilor from the municipal assembly – intend to secure solidity, with the “first among the non-elected” at the end of the electoral campaign.

In the case of Pompeii, the incoming candidate should be a former city councilor who was defeated in the elections despite having received a fair amount of personal consensus, which in the past gave him the freedom to "act as a rebel" and sometimes shuttle between the majority and the opposition.

The reader will have understood that we are avoiding naming names for a precise choice of correct information, since these are mostly documents already in the hands of the Judiciary. Obviously, we could not fail to mention the Mayor and his two major opponents: Di Casola and De Angelis.

Returning to the poisons with a capital “P”, we point out – among those activated by De Angelis, but capable of autonomous developments – a complaint from a technician, an engineer member of the Landscape Commission who, amplifying his own difficulty in relations with a Technical Manager of the Municipality, has in turn fired off a complaint in rapid succession.

It was sent as a circular to all possible competent offices, including the Torre Annunziata Prosecutor's Office, the Prefecture of Naples, the Carabinieri and the competent Superintendency. It refers to an urban planning practice attributable to the President of the City Council, or rather to a deceased relative of his.

At this point the Council Majority has taken the field in solidarity alongside the President to defend him from attacks considered excessive also because they are directed at the living through the dead. In short, poisonous beyond any bearable limit.
The President has gathered around himself all the solidarity expressed by the Majority, without that of councilor De Angelis, in turn recipient of widespread solidarity from the opposition council forces. A position of distinction has emerged however from councilor Del Regno who has released a personal statement to a certain extent autonomous with respect to the rising tide.

We are now at “red heat”. Something will have to happen by force of things.
We will therefore have to wait and see the next moves of the Lo Sapio Administration, which in the meantime has taken action by promoting the creation of a sort of Observatory on Legality entrusted to a general of the Carabinieri.

Perhaps this is a first response to the evident dissatisfaction of citizens with the poor quality of the work in progress on Via Lepanto?
Those works were financed and contracted by the Region, presented by President De Luca himself, but directed and controlled by technical personnel from the municipality or appointed by the Municipality, which therefore does not only have objective responsibility.
Meanwhile, important deadlines are expiring for the presentation of proposals and addresses for the PUC, which the Lo Sapio Administration has triggered, submitting the Preliminary also to the Archaeological Park and the Pontifical Sanctuary.

They are two realities immanent in the Pompeian reality, deeply embedded in the municipal territory of Pompeii of which they constitute slightly less than ten percent in terms of territorial extension. Such an overall territorial entity is absolutely not negligible, whatever the late libertarians and radical chic of the last hour may say.

In this fiery climate, not only from the August sun, the risk of delays in fulfilling obligations exists. The penalty is the administration of the PUC. Pompeii needs the PUC. As it needs a real tourist HUB, not a fake one. It owes it to the many entrepreneurs, large and small, who are relaunching the City, making it a destination for Vesuvian gastronomy, despite the Covid crisis.

However, it is also necessary to relaunch the EAV Project, now famous to all, but infamous to an indomitable and small minority. It is necessary. Even if it is the fruit, with its limits, of the Pompeian bad politics of the last twenty years, which has delivered Palazzo De Fusco to the Commissioners so many times. Too many times.
The construction of the vehicle underpasses will free the historic center suffocated by traffic every day, relaunching the routes towards the Vesuvian and Campania hinterland and different accesses to the archaeological area. Furthermore, the height of the underpasses would not be an obstacle if, in the future, it was wanted/possible to bury the EAV railway line, ex Circum, at a lower level than the Roman paleosoil, as every careful archaeological and landscape evaluation requires.

Why, then, do not we begin the works of the Casa Borrelli, with an urgent delivery, permitted in similar cases by the Law, given that the building has certainly not been entangled in the errors of notification of expropriations connected to the EAV Project? The consent of the Property, which is the same Municipality of Pompeii, would allow it. So what?
