For those who show up for work without one, there will be fines: a fine, which should go from 400 to 1000 euro, and disciplinary, which will be modulated on the different categories.
There will be an express ban on firing, taking on board a union concern. While the issue of swabs remains: the request of Cgil, Cisl and Uil and some ministers is to make them free for everyone, but the government's line for now remains against it, because the risk is to discourage vaccinations.
The technical work on the decree for the "super" will continue in the next few hours Green passes: among the hypotheses there is that of differentiating the entry into force of the measures, staggering them between October 1 and 15. Draghi first summoned the unions to Palazzo Chigi, to illustrate the government's line.
A control room has been set for tomorrow morning for the final political choices, which the government will immediately communicate to the Italian Regions. Finally, at 16 pm, the text should arrive on the table of the Council of Ministers for approval. The doubts of Matteo Salvini, who says he is against imposing the pass “on all Italians”. The Northern League’s stomach aches are reflected in the parliamentary votes on previous Green Pass decrees.

But the League, which continues to ask for free swabs, is unlikely to distance itself. Giancarlo Giorgetti, that with Renato Brunetta, Roberto Speranza and Andrea Orlando joins Draghi at the table with the unions, has already publicly expressed his favor for the measure, which is also liked by the governors of the North. To date, according to government data, 13,9 million workers already have the Green Pass, 4,1 million still do not have it: the obligation would therefore concern a total of about 18 million people.

But on this point the prime minister and most ministers have doubts, due to the disincentive effect: controlled prices are applied and will continue to be applied. However, the decision will be made by control room: until the very end, a transitional period of free access cannot be excluded.
