This was revealed during an inspection by a delegation from the Parliamentary Commission of Inquiry into Working Conditions in Italy, Exploitation, and Safety in Public and Private Workplaces, carried out in coordination with the Labor Inspectorate, the Carabinieri for Labor Protection (Nil), and the local Carabinieri for Health Protection (Nas).
During the inspections, illegal aspects emerged, including hygiene issues, to the point that it became necessary to seize the facility.

The delegation, led by President Gianclaudio Bressa, and composed of Senators Iunio Valerio Romano, Fulvia Michela Caligiuri, Ugo Grassi, and Sandro Ruotolo, then continued its work at the Fernandes Center in Castel Volturno, where they interviewed the Prefect of Caserta and Special Commissioner for Castel Volturno, Raffaele Ruberto, and the Center's Director, Antonio Casale. The parliamentary delegation also had the opportunity to interview representatives of the various associations that are part of the "Castel Volturno Solidarity Network" and to hear the testimonies of several foreign workers who have been victims of exploitation.
