New increases for the next quarter for electricity and gas bills. The Authority has set an increase of 29,8% for electricity and 14,4% for gas.
The over 3 billion euros allocated by the Government with the Legislative Decree of 27 September 2021, n. 130 (“Urgent measures to contain the effects of price increases in the electricity and natural gas sector”), were used to contain the bills of families and micro-enterprises, allocating 2,5 billion euros to the elimination of general system charges for the next quarter and approximately 500 million to the strengthening of bonuses.
Added to this is a reduction to 5% of VAT for gas bills, explains Arera, which was thus able to confirm the reduction in general system charges for the October-December quarter foreseen for the majority of electricity customers, also eliminating them for domestic customers and small low voltage businesses.
The gas bill, for this quarter, will also be less heavy for the part relating to system charges, which have also been significantly reduced for the majority of users, thanks to the extraordinary resources allocated. In particular, in the detail of the individual components in the bill, for electricity the increase is mainly linked to the rise in the raw material component, with an impact of +41,5% on the price of the typical family (breakdown into: +41,1% due to the PE energy item, +0,4% linked to the PD dispatching item), counterbalanced by the strong reduction/elimination of general system charges, -11,7% between Asos and Arim, thus arriving at the final +29,8% for the typical family that does not receive the discount bonuses.
Regulated network tariffs (transmission, distribution and measurement) remained unchanged overall. For natural gas - explains Arera - the trend is determined by an increase in the raw material component, based on the forward prices for the next quarter, with an impact of +30,3% on the final price of the typical family. Added to this is a slight increase in network tariffs (transmission, distribution and measurement) +1,8%.
Increases partially offset by the reduction/elimination of general system charges, -3,7%, and by the decrease in VAT which weighs -14%. This brings us to +14,4% for the typical protected user who does not receive discount bonuses.
“It's a huge blow for Italian consumers, and not even the Government has managed to prevent the abnormal increase in electricity and gas rates”. So the Codacons comment on the increases ordered today by Arera for the next quarter.
“The Government's action has limited tariff increases but has not avoided the blow that will hit families' pockets starting next October 1st – explains the president Carlo Rienzi -. In 2021 alone, the sharp increase in bills cost a total of +300 euros per year per household (+145 euros for electricity, +155 euros for gas) and the very strong price increases decided today by Arera will also have an impact on energy spending in 2022″.

According to Codacons estimates, in the event of constant energy rates and in the absence of new government measures to reduce bills, the increase in expenditure for each individual family determined by the increase decided today by the Authority will be equal to approximately +338 euros in 2022 (+183 euros for electricity, +155 euros for gas).
“The measures launched by the Government for the next quarter are not enough, because they will only have temporary effects: structural interventions are needed to contain the growth of energy bills and redefine the criteria for calculating tariffs, starting with the abolition of the Rai license fee from electricity bills”, Rienzi concludes
