It is a real judicial and political earthquake that has hit the city at dawn today. municipality of Salerno.
Exactly one week before the vote, city and regional politics have been overwhelmed by an investigation by the Salerno prosecutor's office that has led to the execution of ten precautionary measures. Among the 29 people under investigation is also the mayor of Salerno, Vincenzo Naples, reconfirmed a week ago with 57% of the votes. The name of the president of the Campania Region also appears in the survey, Vincenzo De Luca for an electoral dinner he attended.
Investigators have documented that the governor (who is in no way involved in this affair), in February 2020 attended a dinner in a restaurant in Salerno together, among others, with representatives of some cooperative societies from Salerno. The meeting, according to the Salerno Prosecutor's Office, had been organized by Florence Whore , one of those arrested today.
According to the prosecution, in addition to being the president of a social cooperative, he was also the de facto manager of several other cooperatives that deal with the maintenance of the municipal assets in Salerno. During the investigation, following the search carried out at the headquarters of the Terza Dimensione social cooperative, the invoice issued by the Salerno restaurant that hosted the dinner in February 2020 was found, for an amount of 650 euros paid with the cooperative's credit card.
Investigators have ascertained that a dinner was actually held at that restaurant on that date: a circumstance confirmed both by some telephone interceptions carried out in the previous days and through an observation service carried out outside the restaurant.
In today's investigation he ended up under house arrest, instead, he ended up John (Nino) Savastano, regional councilor elected in the civic Campania Libera that supported the governor De Luca in the 2020 Regionals, and former councilor for Social Policies of the Municipality of Salerno. The same measure was ordered for Luca Caselli, director of the Environment sector.
He ended up in prison Florence Whore, president of a social cooperative and, according to the Prosecutor's Office, de facto manager of several other cooperatives that deal with the maintenance of municipal assets.
Seven other people (all presidents of cooperatives) have been banned from living in Salerno. The suspects (29 in total) are accused, to varying degrees, of criminal association aimed at disrupting the freedom of auctions relating to the awarding of contracts.
In Savastano and Zoccola, the Prosecutor's Office also charges the crime of electoral corruption. In fact, the investigations carried out by the Flying Squad revealed the existence of an agreement between the two: Savastano had promised the'awarding and extension of contracts in exchange for support in the September 2020 regional elections.
Understanding that the councilor – then elected to the Regional Council with 16.569 votes in the coalition supporting De Luca – would have carried forward by preparing and supporting the council resolutions relating to the assignment of services. The mayor Vincenzo Naples, instead, is involved in the investigation together with his collaborator Happy Marotta and to the president of the in-house company “Salerno Pulita”, Antonio Ferraro.
According to the Prosecutor's Office, together with some representatives of the cooperative companies, they would have disturbed the tender for the rental of a street washer for the subsidiary. In particular, through a well-structured mechanism, they would have revealed the content of the offers presented by the other economic operators, in order to benefit one of the cooperative companies.
In the meantime, Piazza della Libertà, the mega-work inaugurated just a few weeks before the vote, has also ended up marginally in the investigation. The Prosecutor's Office accuses the director Luca Caselli the assignment of the construction site surveillance service which would have taken place in an illegitimate manner.
