Scafati Sviluppo SpA, the in-house company of the Municipality of Scafati, has filed for fraudulent bankruptcy: former mayor Pasquale Aliberti, along with 25 managers, councilors, and board members, are at risk of prosecution.
The notice of conclusion of the investigations has just arrived in the hands of the 26 suspects, accused of multiple episodes of fraudulent bankruptcy, for the bankruptcy of the Scafati Sviluppo company that was supposed to reindustrialize the ex Copmes area. A bankruptcy of ten million euros, the one declared by the Bankruptcy Court in 2017 and that the PM of the Nocera Inferiore Prosecutor's Office, Davide Palmieri, has examined in every aspect, entering in the register of suspects the public administrators who from 2010 to 2014 would have led the company to bankruptcy, not paying taxes and altering the financial statements with false corporate declarations in order 'to obtain for themselves or others - as the indictment states - an unjust profit'.
The company, 100 percent owned by the Municipality of Scafati, was managed from 2010 to 2015 – the year in which it presented its last financial statement – according to the prosecution, using accounting tricks to hide the serious losses accumulated.
The former mayor Pasquale Aliberti, who led the Municipality and therefore also the company from 2008 to 2016, is under accusation, as are all the councilors responsible for relations with the subsidiaries who took turns from 2010 to 2014: Annalisa Pisacane, Giacinto Grandito, Guglielmo D'Aniello, Giancarlo Fele. These should have supervised the correct functioning of the company which – according to Aliberti's political proclamations – should have implemented a project by the well-known architect Giugiaro for the construction of offices and warehouses.
A project that instead foundered in failed management.
Twenty-six people are under investigation, to whom the prosecution accuses the failure to supervise the financial reporting but also the complicity in the fraudulent bankruptcy, well-known names of the Scafati administration of those years. In addition to the politicians and delegates in the council who received the notice of conclusion of the investigations, there is the former municipal manager responsible for the economic and financial service Giacomo Cacchione. But also the managing directors who succeeded each other from 2008 to 2014, together with the directors of the board of directors andthe members of the board of auditors. Well-known names, many of them politicians, former councilors, accountants.
People who have gravitated for years around the center-right administration of former mayor Aliberti and who over time have obtained seats or positions in the companies owned by the Authority and in Scafati Sviluppo. All of them will now have to defend themselves from serious accusations, together with the former mayor. Scrolling through the long list there are the names of Enrico Pennarola, Antonio Mariniello, Alfonso Di Massa, Filippo Sansone, Mario Ametrano, Giovanni Acanfora, Ciro Petrucci, Emanuele From the living, Bartholomew D'Aniello, Assumption Tufano, Massimiliano Granata, Francis Alfonso Buccino, Ferdinand Voccia, Francesco Bolino, Sabatino Benincasa, Giovanni Granata, the accountant former CEO Giovanni Cannavacciuoli. But also the municipal employees: Vittorio Minneci, Nicola Fienga, Maddalena Di Somma who were part of the Board of Directors of the in-house company Scafati Sviluppo whose company shares were entirely owned by the Municipality of Scafati.
The injured parties in this criminal proceeding that promises to be long and complex are the bankruptcy trustees of Scafati Sviluppo, appointed by the court in 2017: Giovanni Faggiano and Bruno Meoli.
Their report sent to the Prosecutor's Office gave rise to the proceedings that today led to the notification of 26 notices of conclusion of investigations against as many suspects. An entire ruling class that for years has managed the Municipality's company fraudulently, according to the Nocera Inferiore Prosecutor's Office.
