Salerno. Votes in exchange for contracts: this is the hypothesis raised by the Salerno prosecutor's office among the charges brought against him in the investigation into his whereabouts. “The management of contracts for the maintenance of municipal assets and related extensions by the Municipality of Salerno in favor of type B cooperatives is characterized by significant criminal unlawfulness, with serious repercussions in terms of management of public money, violations of the principle of free competition between economic operators and possible contamination of electoral consultations”.
This is, in fact, one of the key passages of the order issued by the investigating judge of Salerno, Gerardina Romaniello, with which 10 precautionary measures were ordered, at the request of the Salerno Prosecutor's Office as part of an investigation into alleged rigged tenders.
According to the Salerno Public Prosecutor's Office, there was a political-electoral agreement between Nino Savastano, regional councilor of Campania “Free Campania”, and Fiorenzo Zoccola, de facto manager of several other cooperatives that managed the ordinary and conservative maintenance of the assets of the Municipality of Salerno.
In the order issued by the investigating judge of Salerno Gerardina Romaniello, there is talk of "a consolidated corruption agreement" between Savastano and Zoccola, with the regional councillor, former assessor of the Municipality of Salerno, who “steadily subjected public functions to his own personal interests and those of the private individual in exchange for the electoral support assured to him by Zoccola, guaranteeing the latter the awarding of contracts issued by the Municipality for public services to social cooperatives attributable to the private individual and his associates”.
In particular, Fiorenzo Zoccola, “in exchange for the promise to procure political support and votes for Savastano in view of the regional elections of September 2020, he obtained from the public official the promise of the awarding and extension of the contracts for public services issued by the Municipality of Salerno, the exclusive prerogative of the cooperative societies managed by the same or by his associates”.
In the 2020 regional elections, Nino Savastano, candidate in the Salerno constituency with the "Campania Libera" list, an offshoot of the political movement founded by the President of the Campania Region Vincent DeLuca, he obtained 16.587 preferences, resulting in him being the most voted candidate of the list in the entire regional territory.
Among the recipients of the order is the regional councilor of Campania Nino Savastano, while among the 29 investigated there is also the mayor of Salerno Vincenzo Napoli, just re-elected. The investigating judge writes that “careful investigations have revealed that since 2002 the attribution of services in favor of entities characterized by mutualistic purposes was irregular (due to the lack of requirements on the part of the cooperatives, necessary for the assignment of services by the Municipality of Salerno), thanks to the complicity of public officials, who acted not for the good performance of the public administration, but for personal or in any case partisan gain”.
The investigating judge also underlines "that the irregular, not only from an administrative but also a criminal perspective, management of public affairs that has been carried out, by entrusting works and services to those who were not entitled to them, has strongly frustrated the expectations of growth of economic operators who acted in compliance with the law and who have been prevented by entities that were only apparently mutualistic or with the aim of promoting the social reintegration of disadvantaged people, but in reality were real companies with a profit-making purpose. In essence, regulations aimed at favoring weak subjects have been exploited and bent to pursue different purposes".
Furthermore, “the long period of time in which the conduct was carried out – the investigating judge writes – is indicative of the chronic distortion of administrative power vested in certain public officials, which have persistently and deliberately betrayed the public interest. This last aspect makes the facts that will be exposed particularly serious and worthy of precautionary intervention”.
