Scafati. Reorganization of the city school network: the union against the proposed resolution of the Salvati Council that will be discussed in the Region.
“The proposal to reorganize the school network of the Municipality of Scafati decided by the Board of Mayor Salvati with the dismemberment of the II Didactic Circle and the reduction from seven to five of the City Circles is a power game that is played on the skin of students, teachers and school staff: all this is unacceptable!. The Flc Cgil is on the side of workers and parents”. This was stated Clara Lodomini, provincial secretary of Flc Cgil Salerno on the resolution, approved by the Municipal Council of the mayor of Scafati Cristoforo Salvati which last Friday approved the official proposal that will be discussed at the Regional Department of Education, as part of the reorganization of the regional school network.
The Flc Cgil Salerno has been following, for months, the matter under discussion and evaluation first at provincial and then local level at the center of which are the fates of the seven Didactic Circles of Scafati. The proposal of the Council, approved on Friday, which provides for the dismemberment of the II Didactic Circle of Scafati and the reduction from seven to five of the city Circles has effectively erased the path taken in recent months.
“Our position, expressed several times in the meetings that have taken place in recent months, is clear – said the provincial secretary of Flc Cgil, Clara Lodomini – the reorganization of the municipal school network is necessary but this assumption must not be the pretext to create damage and downsizing that is to the detriment of citizens and the educational offering for students. The loss of autonomy of the Middle School on via Martiri d'Ungheria, which, according to the Council's forecasts, should be merged with the IV Didactic District for the creation of a new Comprehensive Institute, and the dismemberment of the II Didactic District will create damage and inconvenience that will affect the school audience and citizens. And it's not just a matter of parochialism to defend one Club rather than another, there are numbers and laws to support this thesis".
The provincial secretary specifies: "The II Circolo Didattico is a consolidated reality with a number of students that exceeds 800 units and its dismemberment is absolutely contrary to the provisions of the legislation on sizing and the regional Guidelines. This is why, as a trade union organization, we do not understand the logic that pushed the Salvati Council to deliberate, moreover in great haste, the plan for the reorganization of the school network presented at the end of September, moreover out of time, that is, after the round table established by the Province, last September 22, thus avoiding that the hypothesis of reorganization of the municipal school network was submitted to the evaluation of the participants of the provincial round table and avoiding any democratic comparison also with the interested school communities".
“In this resolution of the Council, the logic used for the reorganization and the haste used are not understood, even in the face of another fact, namely: the draft of the 2022 Budget Law, in art. 111, confirms the rule that guarantees schools with only 500 students (compared to the 600 required by law) to maintain autonomy. – continues the provincial secretary Lodomini -. Certainly not a criterion of territorial coherence, given the attribution of the kindergarten buildings of the II, III and IV Circolo of via della Resistenza, to the I Circolo which insists on the opposite part of the city, and not even a criterion of continuity of the educational offer. So it is right to ask whether the plan that was the subject of discussion only between the school directors and the mayor, is not inspired by logics of power aimed at favoring some school institutions to the detriment of others”.
“We reiterate that decisions that concern the school concern the entire community and any hypothesis of sizing must pass through the resolutions of the Collegiate Bodies of the Schools involved – reiterates Clara Lodomini -. And the Institute Councils involved have taken steps to deliberate in the opposite direction.
These resolutions absolutely cannot be ignored also because they express evaluations designed with respect for workers, teachers, students and parents".
“The loss of autonomy of the II Circolo would entail the loss of at least three administrative staff positions, a Director of Services and a School Principal. Furthermore, the possible merger of the II Circolo Didattico with the IC Falco, in the short term, would also reduce the catchment area of the middle school in via Martiri d'Ungheria and the IC Anardi with a consequent reduction in the staff of these institutes. It would have been appropriate for the Municipal Council to have reflected on the complexity of the problems before deciding so 'lightheartedly'!
Now the game moves to the table of the Regional Department of Education. If the Region were to accept the unjust and absurd proposal approved by the Scafati Council, there are all the conditions to proceed with an appeal to the TAR against the resolution of the Campania region" concludes the provincial secretary of the Flc Cgil, Clara Lodomini.
