Maresca: "Off-balance sheet debts due to poor administration decisions. We are pleased to note that even within the majority there are those who express doubts.

"On the issue of off-balance sheet debts, which we discussed in committee and which continues to worry us more and more, we have always known and thought that we were the opposition. We are pleased to note that there are also those in the majority who express doubts, as a symptom of a popular ferment against bad administration.

As the opposition, we maintain our initial indication, that is, to be proactive. In fact, we do not disdain to offer a contribution to the discussion. Off-balance sheet debts are a damned serious issue. It would be enough to just focus on the numerical data. Today the Council is called to express its opinion on a figure that is around 35 million euros: it is a lot. Significant debt that the auditors themselves always report as a cause of structural deficit.

This data determines the overall deficit and weighs on the budget of the Municipality. These are debts that were not foreseen. The data from which we must start is that this administration must take a step forward, starting from a question that we must ask ourselves: were those debts foreseeable?

There are works that cost around 200 thousand euros, for example, most of which went to pay for 180 thousand euros of scaffolding.

The heavier the budget debt, the more serious the condition the institution is suffering. Today, we are working under an emergency. Time and knowledge of the documents are essential.

Even though there are regulations, there is something wrong. Often we realize we are opposition only when we go to cast a vote. Among other things, it seems to me that there are now 34 resolutions under discussion: far too many for anyone who wants to try to delve deeper.

As for off-balance sheet debts specifically, the sentences often condemn the entity to pay for mistakes made, including default interest for late payment of debts.

Behind the convictions there is often a service that does not work as it should or that could work better, such as the one for the management of traffic violations.

We must intervene because evidently those almost 2 million euros, 50% of off-balance sheet debts under discussion, could be saved. The status of the recovery actions is another reported case that needs to be investigated further.
Another problem is that of the available information, on this point I tried to take a sample of the A cards, which some services report well, others not.
Then there are "financial shortfalls on certain chapters, the result of approximate evaluations such as those of scaffolding that has been set up for years.

When we have to go to Rome in February to illustrate the plan for the deficit reduction, the issue of off-budget debts will be the first to be addressed. Among these sentences that are arriving there is also the “left” category of accidents, it is appropriate to say. Which can give rise to a serious risk of pollution and fraud to the detriment of the institution, which we absolutely cannot afford to suffer now. Today we will vote against all off-budget debts, in the hope that in the future this category will be able to engage the city councilors less and less”.
