Given the high number of positive patients, the district UOPCs are having difficulty entering and contacting all the reports from general practitioners, resulting in the failure to issue the isolation start certificate for positive patients, the control swab, and the subsequent issuing of the isolation end certificate which are necessary for the subsequent green pass to the citizen.

"We foresee," the SMI adds, "if the AA.SS.LL. do not intervene promptly by strengthening the bureaucratic and administrative activities under the responsibility of the UOPCs, a block on these activities of certifying the start and end of isolation by mid-January, with general practitioners in very serious difficulty in the ordinary management of their practices."
Furthermore, Esposito and De Angelis conclude, the moment is so critical that many colleagues are busy with the USCA (Health and Safety Units), and as a result, not all shifts at the Annunziata Children's Hospital and the local medical services may be covered. This is in addition to the objective difficulties of finding replacements for general practitioners who are ill or test positive for COVID for periods of just a few days.
