Online Technical Table “Quality of the Urban Waste Management Service: ETC and Campania Municipalities, the near future through shared horizons”: a day of reflection with a focus on proposals for system revision and innovations.
Useful and shared addresses on the new minimum technical and contractual ARERA standards, to be implemented by January 1, 2023: this is the focus of the online technical table, organized by the Campania area bodies, with the technical organizational contribution of the daily newspaper lentepubblica.it and the company Golem Net Srl, which saw the participation of representatives of the 7 Campania area bodies and the world of Local Authorities of the Campania Region. Present at the meeting, which was held online on the telematic platform lentepubblica.it: Dr. Raffaele Del Giudice (President of ATO Napoli1), Dr. Carlo Lupoli (Director of ATO Napoli 1), Eng. Andrea Avanzini (Expert in environmental and tax management of Golem Net Srl), Dr. Francesco Ruta (Expert in information systems applied to administrative transparency) and Dr. Agostino Sorà (Director of EDA Caserta).
Among the participants were also the presidents: Dr. Giovanni Coscia (President of EDA Salerno), Arch. Luigi Pellegrino (President of the Caserta Area Council), Dr. Pasquale Iacovella (President of ATO Benevento), Dr. Gioacchino Madonna (President of ATO Rifiuti Napoli 3) and Nicola Pirozzi (President of ATO Napoli 2).
The one who opened the proceedings and introduced the technical table was Dr. Giusy Pappalardo, editorial coordinator of the journalistic publication lentepubblica.it.
The host was Dr. Carlo Lupoli, Director of ATO Napoli 1:
"We welcomed ARERA Resolution 15/2022, because it is not a frill, but an essential service for the community. We are all united on the path to take, because we are tired of the problems that the Campania Region is encountering on the subject of waste. Our ambition is to do everything that needs to be done".
At the opening, greetings also arrived from the President of ATO Rifiuti Avellino, Mayor Vittorio D'Alessio, who thanked everyone for the initiative and for being present at this important event.
Eng. Annapaola Fortunato, Technical Area Manager EdA Rifiuti Salerno, also spoke, underlining that everyone welcomed the resolution as an important opportunity.
The Director of ATO Rifiuti Benevento, Dr. Massimo Romito, praised the synergy that has been created between the bodies of the area:
"It is not easy to find such synergy between the entities of a territory. This is an experience that must continue, even with a broader view. We must continue to work in perfect synergy".
Agostino Sorà, the Director of EDA Caserta, said:

The technical table was then engaged by Eng. Andrea Avanzini, Expert in environmental and tax management of Golem Net Srl, who analyzed some points of the Arera Resolution 15/2022:
"The resolution provides parameters and indicators, identical across the entire national territory, so as to be effective and create a virtuous path, with precise and timely technical rules. One of the strengths of the Arera Resolution is the presence of objective notions and parameters, which leave little to the imagination".
And he continued: “By March 31, ETCs had to choose the new minimum technical and contractual standards. Before the end of the year, the technical and contractual quality standards set out in the relevant regulatory framework will have to be applied. In 2023, instead, monitoring and standard verification will be taken care of”.
Dr. Francesco Ruta, an expert in information systems applied to administrative transparency, also spoke at the technical table, highlighting the importance of digitalisation in the field of waste transparency:
"Everything goes through the digital transition: regardless of everything, it will be necessary to equip oneself with monitoring software, both for the contractual and technical part. With the web platform, it will be possible to forward complaints, requests for information, installment payments of the amounts charged, activation requests, etc.".
An important event, therefore, which seized the opportunity offered by the new path traced by ARERA to make the TQRIF the occasion of a "year zero" in the management of urban waste in Campania.
