The Naples City Council approved the 2022-2024 budget and other items on the agenda overnight.
The resolution on the budget plan was approved by a majority vote, with the abstention of Councilor Maresca and the opposing votes of Guangi and Palumbo. When work resumed, with 28 Councilors present, the Council chaired by Vincenza Amato began examining the agenda items - over 6.962 - presented with reference to the budget resolution.
After the approval of the first two orders of the day by Councilor Luigi Grimaldi (Mixed), the Chamber approved the proposal for a short suspension put forward by Councilor Salvatore Guangi (Forza Italia) useful for merging into a single document the thousands of orders of the day regarding the public lighting of city streets.
At the resumption, with 31 councilors present, Councilor Luigi Grimaldi announced that he had grouped all the motions signed by him into two documents: the first on the improvement of public lighting in the city, the second on overcoming architectural barriers. Both motions were approved unanimously.
Councilor Salvatore Guangi (Forza Italia) then intervened to illustrate other documents, also these signed by him or shared with other colleagues. Two of those were approved unanimously, then the councilor asked for the verification of the quorum, found in 28 councilors.
Another motion by Councilor Guangi was approved, then the Chamber unanimously shared the proposal by Councilor Gennaro Acampora (Democratic Party) to continue the Council's work indefinitely.
All modified on the proposal of Councilor Baretta (in the sense of providing for the necessary expenditure in the 2022-2024 programming) another 6 orders of the day proposed by the Forza Italia councilors and by Councilor Palumbo, presented in the Chamber by the latter or by Councilor Guangi, were then approved.
Another two minutes were requested by Councilor Maresca to merge the remaining motions of the opposition after an appeal to speed up the work by Councilor Simeone. When the meeting resumed, with 29 councilors present, Councilor Baretta proposed a similar change for another 11 motions signed by Guangi and Longobardi, which were approved in succession, all unanimously.
Other orders of the day were then withdrawn. We then moved on to examine eight other orders of the day, signed by the Democratic Party group, all approved unanimously, some with amendments proposed by Councilor Baretta.

The examination of the budget agenda was closed by the document of councilor Salvatore Flocco, approved unanimously, and an agenda signed by Luigi Carbone, approved unanimously.
The chairman of the Budget Committee, Walter Savarese, then illustrated a maxi-amendment to the resolution of the Council on the budget which, for a total value of 4 million and 100 thousand euros, finances road maintenance, street furniture and ERP maintenance, sports facilities and markets.
The maxi-amendment was approved unanimously. Resolution 202 on the 2022-2024 budget plan was therefore approved by majority vote with Maresca abstaining and Guangi and Palumbo voting against
. An order of the day was then presented, signed by all the majority groups, presented by councilor Carbone, for the renewal of the concessions for trade in public areas. The document was approved by majority with Guangi abstaining.
Approved then unanimously the two resolutions on off-balance sheet debts, illustrated by Councilor Baretta, the first n. 205 of 13/06/2022 for the recognition of the legitimacy of off-balance sheet debts arising from November 1 to December 31, 2021,
the second, no. 208 of 13/06/2022 for the recognition of the legitimacy of off-balance sheet debts pursuant to art. 194 paragraph 1 of Legislative Decree 267/2000 detected by the services of the Institution as part of the verification and recognition activity aimed at the transaction of trade credits as of 31/12/2020.

And finally, resolution no. 229 of 24/06/2022 of a proposal to the Council concerning: Adhesion of the Municipality of Naples, as Founder, to the Fondazione Istituto Tecnico Superiore in the area of “Innovative technologies for cultural assets and activities – Tourism – Cultural and artistic assets” called ITS “Ma.De.- Manufacturing and Design: ceramics, jewelry and landscape”, in short “ITS Ma.De. Having completed its work, the Council was dissolved.
